Our experience in the newspaper business has thoroughly convinced us that the credit system won't pay that promises won't keep a newspa per in running order. : We have, there fore, adopted the cash system payment in advance. Volume One of the Hegis TF.a will close with the issue of Septem ber 4th, 1869, when all subscriptions on which advance payments have not been made, will be discontinued. "We would be sorry to loso a single subscriber from our list because of the adoption of this rule, but justice to ourself demands it. If the paper is worth the price asked S3 it is just as convenient to pay it at the commencement as at the close of the volume : if it is not worth the subscrip tion price, don't take it there's no com pulsion in the matter. We hope to retain all our old subscribers, and to obtain many new ones for Volume Two. As our subscription list enlarges, so will the eic and interest of the paper inorease. Christian or Heathen I The class f tchite people who own Jthe Democratic party and have run it since ' the inception of the doctrine that colored people have no souls, says the Marysville Appeal, seem to possess singular religious faith, as well as remarkable political ideas. According to the tenets of these strange Democrats, no one has a soul, or posses ses equal political and civil rights, unless they are of the white or Caucasian races! There has been some change in the scale since the abolition of slavery. Somcfew Democrats now admit tb at color is no objection to the citizen, but everything hangs upon race. A man can become a citizen, if native born, though he be as black as a crow, his nose as flat as the Egyptian Phynz, and his legs set in the middle of his feet. Our Constitution proscribes no man, but modern Democ racy is an exclusive Aristocracy ; barring the progress of humanity by proscribing every being not of kis race though many of the proscribers are in doubt as to their own. "v - v - Are men of such political faith civil ized, half-civilized, or barbarians ? The Chinese, who are among the proscribed, and who are Pagans in religious faith, are not more proscriptive than modern Democracy. Is proscription evidence" of civilized advancement and superiority of race ? If so, the Chinese and Japanese are far in advance of modern Democracy or Proscriptive Americans as they . hardly allow a foreigner to enter their territories. We call the Chinese a . half- civilized people because of their exclu siveness j and if this be a true apprecia tion and estimate of the Oriental races, what is the fair and true estimate of the Americans who adopt similar proscript ive principles ? What kind of people are these Americans who not only deny civil rights to Chinese, but who persecute, mob and murder these inoffensive people if they come to our country ? . Is there any Democracy or Christianity in such a cruel and murderous clan ? A new notion has been introduced at social parties in Paris.
