ta x surplus, reserv ed by th e constitution f r offs< tti _
p ro p e rty tax es could be used.

a re :
1. It provides essential ed u catio n al facilities fo r
v e te ra n s and fo r oncom ing O regon youth.
2. It m akes possible a d e q u a te facilities fo r th e
c a re of O regon's w ards.
3. It h elp s provide em ploym ent fo r v e te ran s and
w a r w o rk ers d u rin g th e p o stw a r a d ju stm e n t period.
A vote fo r this m easu re is a vote fo r th e w e lfa re
of O regon, its v e te ran s, its y o u th and its w ards.
P assag e of th e c ig a re tte ta x is im p o rtan t to sta b le
s ta te su p p o rt of O reg o n 's public school system . A d ­
m itted ly it is not th e co m plete answ er, but it will help.
It is m uch m ore logical to o b tain a portion of school
su p p o rt m oney th ro u g h this kind of a tax . w hich has
proved s a tisfa c to ry and sta b le in a p p ro x im ate ly tw o-
