First Store in 1902
This large organization, accord
ing to Mr Anderson, has grown up
in the past 38 years from a sound
policy which characterized the first
little store, opened m Montana in
a mining community in 1902 by J
C Penney, who has since become
famous as the "man with 1.000 part
ners" because of the system he de
veloped of giving each manager
full control and a share of the prof
its in his particular store.
Central offices are maintained in
order to make it possible for each
store to enjoy the benefits of group
buying and advantages of collective
thinking on store management Al
most to the man. officials of the
Penney company got their start in
business behind counters of Penney
stores. Anderson declared.

Commentmg on his store's tenth
birthday. Anderson said this week:
"From the very beginning, the
people of Hillsboro haw been very
cordial to this store and we ap
preciate their patronage We feel
that we have shared in the progress
of Hillsboro and hope that in some
measure, we have contributed to
it.
The Penney company and its
policies are well known, not only
in Hillsboro, but throughout the
state and nation. There are now
40 Penney stores in Oregon, the
first having opened in Pendleton in
1911. and 1562 stores in the United
