Good Reasons
G overnor M artin in refu sin g th e
petitions fo r a special session of the
legislature has again acted in the
courageous m anner th a t has c h a r ­
acterized his term of office. In tu rn ­
ing dow n th e request th e governor
clearly pointed out why it w as not
logical and gave su b sta n tia l reasons.
The most im p o rta n t reason given
w as th a t no revenue m easure can
be passed th a t c arries th e em ergency
clause. C onsequently th e re fe re n ­
dum could be easily invoked. The
proposal w as to finance ad d itio n al
pension paym ents th ro u g h e n a ct­
m ent of a tra n sa ctio n s or sales tax.
This tax has been rep e a te d ly tu rn e d
dow n in O regon in spite of g re a t
m oney-raising possibilities and op­
portunities fo r off-setting o t h e r
taxes. O rganized labor h ad a lre a d y
s ta rte d its opposition an d th e re is
little doubt th a t expense of a special
session woud have gone fo r n a u g h t.
The O regonian has suggested th a t
the question be su bm itted to a vote
of th e people by th e initiative in
N ovem ber, 1938. W hy not? Then
we can have a tru e expression of all
th e people on th e en tire question.
Deserve Protection

a re en titled to a p ro tectio n ag a in st
constant ringing of th e doorbell by
the p eddler, w ho has been know n to
becom e so p ersisten t and bothersom e
th a t he in te rfe re s to a g re a t e x te n t
w ith a w om an’s housew ork.
F u rth e r, w hen t h e
housew ife
w ishes to buy a n y th in g she know s
th a t she can go to stores in h e r own
com m unity, o p e ra te d by frie n d s and
acq uaintances. They a re h e re , re a d y
and anxious to serve and in m ost
cases are in a position to fu rn ish th e
article a t an equal or b e tte r price.

O regon cities m ay now feel free
to pass o rdinances ban n in g th e “ un­
invited doorbell rin g e r,” acco rd in g
to a bulletin en titled, “ R estriction of
P e d d lers as a N uisance,” ju s t is­
sued by th e L eague of O regon Cities
in co-operation w ith th e B ureau of
M unicipal R esearch of th e U niver­
sity of O regon. The G reen River,
W yo.. ordinance, w hich is review ed,
prohibits p ed d lers f r o m e n te rin g
priv ate p ro p erty unless invited by
th e ow ner o r resid en t. It h as been
sustained in th e courts an d its le g a l­
ity unquestionably established. E n­
forcem ent depends upon th e co-op­
erative su p p o rt of those d istu rb ed
by th e bellringers.
In any event th e housew ife so dis­

In fairn ess to sp ectato rs on the

should be ta k e n to keep en th u sias­
tic fans from crow ding along th e
sidelines and som etim es on to the
field. This should be done also fo r
the ben efit of the players, who m ight
be h an d ic a p p e d in th e ir plays by
such sideline crow ding and hold up
th e gam e as w as th e case in the
M cM innville gam e.

M any reasons a re being given for

is the civil w ar in lab o r ran k s and
b itte r industrial strife. Besides d o ­

ket it behooves th e ad m in istra tio n
