Labor Has Key
Roger W . B abson sees 1937 as th e first
prosperity y e a r since 1929. W ith the s ta rt
given in 1936 this will doubtless be tru e
unless labor, u n d er some self-seeking and
m isguided leaders, upsets th e a p p le c a rt.
Labor should be tre a te d fairly and
squarely and by all m eans have a fa ir
slice of the national incom e and we w ould
be the last to deny th a t th is should be.
H ow ever, in m any cases th e w orking m an
desires to continue w ith his labors but
cannot because of circum stances beyond
his control and by leaders, whose good pay
continues on reg a rd le ss of strikes.
F e d e ra l reg u latio n s of lab o r unions
m ust eventually come as surely as night
follow s th e day. Public in terest dem ands
it.

here. No com m unity has b e tte r stores o r
b e tte r m erchants and clerks w ith w hich

are friends and neighbors of all of us.

soon find a n o th e r acceptable location and
th a t his sincere efforts will be continued
in the in terest of th e profession. To th e

success.
C ongratulations to the new officers of
th e county and city and to those to en ter
upon new term s this w eek. C onfidence
and tru s t have been placed in them by
th e electorate and they will and should
perform th e ir duties w ith u n failing faith .
In carrying out th e ir w ork th ey should
have the co-operation of th e people of
th e com m unity and they should re g a rd
them selves as serving th e public.
A group of P o rtlan d stores plan to
establish a uniform closing tim e. This
should be a very desirable policy and in
th e long run will be a p p reciated by em
ployers, em ployes and consum ers alike.
Too often the individual quest fo r th e dol
la r results in outlandish hours th a t in
m any eases do not even pay fo r th e
electricity required in staying open.
D ue to the m aritim e strike the relief
load is reach in g an all-tim e high and th e
cost is m ounting. This strike cannot go
on m uch longer with its g re a t cost to th e
e n tire public— agriculture, business an d
w o rk e rs — w ith o u t some decisive action
fro m th e n ational governm ent in th e in

More Building
The fe d e ra l housing a d m is tra to r p re

plan to build to let th e ir c o n tra c ts at once
as a protection against h ig h er labor and
m aterial prices.
From all indications H illsboro and this
section will ex perience m uch moi»' hom e
building this y e a r and it is hoped th at this
will m aterialize. Building of all kinds is
im p o rtan t to th e prosperity of any com

1 have w aited for in y annual
C hristm as m essage to an sw er this
im portant question.
W hat is P ro sp erity ?
l e t us l o o k a t "prosperity"
th rough a m agnifying glass and see
ju st w hat it is. 1: su rely does not
depend m erely on the am ount of
goods produced. We certain ly must
consider w h eth er those goods m ake
a b e tte r and h ealth ier nation or
w h eth er they u n d erm in e our r e
ligion and health N or does it do
m uch good to em ploy m en to shovel
sand from one pile t o a n th e r
Hence, w hen ensidering prsperlty.
we m ust consider w hat people are
doing. Those em ployed in building
useful products are b rin g in g about
real prosperity, but those engaged
in m aking w hiskey are m erely g iv
ing us a "shot in the arm " Now.
w hat d eterm in es the lin e of w ork
in w hich a m an is em ployes? F ra n k
ly it is his character.
P rosperity d epends upon keep-
ing all factors in balance. T here is
little d an g er from over-p ro d u ctio n
provided each factory increases its
ou tput prop o rtio n ately .
If. how
ever. one in d u stry gets out of line,
th ere can easily be trouble. For
instance, so long as th e o u tp u t of
m en's clothing increases 10 per
cent a year, th e m a n u factu rers of
b u tto n s can advance th e ir pro
duction 10 per cent p er year. It.
how ever, w ould be very easy for
one factory to over-step and tu rn
out a su rp lu s of buttons w ith r e
su lting shut-dow ns and unem ploy
m ent. Now. w hat d eterm in es w h eth
e r a m a n u fa c tu re r k ick s o v er the
ap p lecart for his e n tire industry.
T h e an sw er depends upon h i s
character.
Babies or Automobiles
F or a nation to be prosperous,
ev ery one w ho w ants to w ork
should be e n titled to a job. T his is
fu n dam ental. But som ebody m ust
stay at hom e an d raise th e c h il
dren. All m en cannot be ex ecu
tives. clerks, o r salesm en. All girls
cannot be secretaries, ste n o g ra p h
ers, or sales girts. U nless thus n a
tion is going to sm ash, th e raising
and tra in in g of ch ild ren m ust be
looked upon as far m ore w orthy a
jo b th an any o th er kind of w ork
If a y o u n g couple m ust choose be
tw een buying a home or an auto
m obile. they should select t h e
home. T he best in v estm en t still is
m ilk for th e baby. B ut h e re again
th is issue is m oral ra th e r t h a n
economic. W h eth er a young couple
is w illing to sacrifice to h av e babies
is a question of ch aracter.
The n u m b er of sm all homes b e
ing b u ilt today is a problem Most
in d ustries have come back in fine
shape; b u t the b u ild in g of sm all
hom es is still fa r below norm al.
Most of today's genuine unem ploy
m ent is d irectly or in d irectly in
th e build in g trades. T h e building
of a sm all hom e re q u ire s m any
m en and helps tw en ty -sev en d if
feren t industries. T he m aking of
m any consum er goods, on th e o th
e r hand, is largely an autom atic
operation.
Hence, t h e question
w h eth er you build a hom e or spend
y o u r su rp lu s m oney fo r movies,
sm okes, drinks, and useless frills
is v e ry im p o rta n t to th e nation.
Yet, th e an sw er to y o u r question
depends to a larg e e x te n t on your
character.
M any W age Increases
L ooking ahead at 1937. th e one
d evelopm ent I fear m ost is th at
too m any em ployers a n d w age
w o rkers w ill com e in to conflict
d u rin g th e year. Som e em ployers
w ill be too h u n g ry fo r profits, w hile
som e labor leaders w ill be foo
h u n g ry fo r publicity. T he y ear
1937 should see m any w age a d ju s t
m ents. T hese should b e brought
about peacefully. All p arties should
sit aro u n d th e sam e ta b le and d is
cuss th e m a tte r am icably. A rb itra
tion such as th is re q u ire s an u n
selfish a ttitu d e on th e p a rt of both
em ployers and w age earn ers. S u re
ly thus m eans th at th e leaders of
in d ustries and lead ers of w a g e
groups alik e m ust be m en o f
ch aracter.
I suppose th e m ost basic fu n d a
m ental of real and lastin g p ro sp er
ity is honesty. T his covers a 11
phases of life from giving an h o n
est w age and an honest day's w ork
to p racticin g honesty in a d v e rtis
ing. sales, and all personal rela-
tion There can be no real p ro s
p erity w ithout confidence in the
honesty of each other. T o have
confidence, w e m ust establish a,
re p u ta tio n for honesty and integrity
in all o u r w o rk and all our d e a l
ings. We m ust pay o u r bills p rom pt
ly. live up to o u r prom ises, and
give full v alu e for w h at we r e
ceive. T his m eans cu ttin g out gam
b lin g c ith e r in W all S tre e t or at
th e race track l
The Real Test
The fact th a t p ro sp erity involves
a m oral question show s us th a t
C h ristm as has a deep economic
significance. I say this because our
c h a ra c te r—in th e last analysis—d e
pends upon w h e th e r or not w e
have th e C hrist S pirit. C h aracter
cannot b e purchased; ih fact, money
is often a handicap to character.
C h aracter is not o b tainable a t most
colleges o r even schools; in fact,
ed ucation is a tool w hich can be
used e ith e r to destroy o r upbuild.
Hence, how long p rosperity w ill
last o r how fa r it w ill go depends
upon how w e follow th e teachings
of Him w hose b irth d ay we are now
again celebrating.
