Farmers of Illinois were first
to organize. They banded to­
gether after a survey showed
that the thieves had reaped a
harvest of $4,000,000 In Illinois
alone last year, while bank rob­
bers and kidnapers got slightly
more than $1,000,000 in the en­
tire United States.
The Illinois farmers took their
case to Gov. Henry Horner, who
pledged state co-operation, and
called in Ross C. Saunders to act
