S everal blocks o f excavation s till
re m a in th ro u g h p ro p e rty along the
tra cks u n til open streets are rea ch­
ed when the w o rk is expected to
progress at a ra p id pace.

the disposal plant, open
springs and seepage are de la yin g
preparations fo r concrete. The pres
ent excavation was sunk in to a
bank of black, fin e sand, w h ic li
n e a rly resembles quicksand.
T lie sand is so tenacious when
saturated w itli w a te r that it alm ost
defies shovels. W orkm en em ployed

cate themselves.

west of Ihe W illa m e tte riv e r, and
loans arranged to provide the neces­
sary w o rk in g capital, reports V ic ­

supervisor. Now loans and plans
are in preparation, o r a w a itin g ap­
proval. Em ergency advances are
being made to 231 fa m ilie s for
subsistence goods pending r e h a b il­
ita tio n o r re tu rn of seasonal farm
em ploym ent.
I,onus fo r seasonable supplies are
w ritte n on a tw o -ye a r repaym ent
plan or less, and loans fo r stock,
large pieces o f m ach in ery and o th ­
er ••recoverable" goods may he paid
