Citizen" has been accorded Oramre Phelps,
ex-mayor and local theater owner, in a
vote by a group of young people in the
city, and who would say that it is not
truly deserved. Since coming to Hillsboro
many years ago Mr. Phelps has always
given of Ins time and energy in the furth­
ering ot those projects that have made for
a more progressive community. Ready at

The AAA Ruled Out
The supreme court by a decision of six
to three has declared unconstitutional the
AAA, the Roosevelt administration pro­
gram for the betterment of the nation’s
agriculture with its resultant general im­
provement. The opinion was a sweeping
one and leaves little to salvage for the
benefit of the farm population. The dis­
senting opinion was just as clear-cut and
some feel that it gives court blessing to a
possible constitutional amendment.
Few will deny that the program in
most eaes had contributed to the welfare
of agriculture and general economic wel­
fare. The decision leaves people somewhat
up in the air. bewildered, hardly know­
ing what will
result.

Most people will agree with the Ore-
gonian, which although it opposed the
AAA and other new deal legislation, says
in part: “. . . there will have to be substi­
tute legislation on behalf of agriculture.
There can be no general stable prosperity
for the country as a whole unless farmers
prosper.”
The agricultural problem is a long
standing one, going back to the time dur­
ing the war when all available acreage
was brought into production to feed the
armies of the world. Nothing had been
done about it, particularly, until the AAA
came into being, although other countries
were becoming important cogs in agrieul-
tural production and cutting into previous
markets held by this country.
\\ hatever the effects of the decision
may be. it clearly brings out the necessity
for some change in the machinery of gov­
ernment to provide for the testing of the
constitutionality of laws enacted by con­
gress without long waits.
Death on the highway brings out the
necessity for rigid enforcement of all traf-
tic regulations and the enactment of oth­
ers it necessary. It a person causing an
accident is found guilty of serious viola­
tions. his driving license should be taken
away from him tor a long enough period
of time that it will make him or her real­
ize the rights of others on the highway;
particularly should this be true of drunk­
en driving.
