In oth er countries w here organized m in o r­
itie s have conspired against the e x is tin g fo rm

use o f th e free speech and c iv il lib e rtie s th a t
once existed in these countries, d icta tors have
rid d e n in to power, “ on w h ite horses," w h ile the
re a l protectors of the re p u b lic and the con sti­
t u t io n have been so weakened and powerless to
“ p re ve n t them because o f th e ir e a r lir apathy,

fre e governm ent. Those w ho abuse the rig h t
o f free speech and c iv il lib e rtie s im m e d ia te ly
suppress these rig h ts fo r others on com ing in to

- the captured governm ent.
M any o f those crea ting disturbance and u n ­
j e s t on o u r soil today are men w h o have been
oppressed in th e ir ow n c o u n try because o f
subversive action. T hey weakened th e ir ow n
governm ents, paving the w ay fo r dictatorships.
T hen the y have come to A m erica, one of the
few re m a in in g strongholds o f fre e speech and
• c iv il lib e rty . Today these a lien subverters are

will serve th e e n tire city.
Costs of re tirin g th e loan a n d m a in te ­
n ance have been fig u re d at low m onthly
c h a rg e s, th e sam e as one w ould pay fo r
his w a te r bill. L a rg er users pay p ro p o rtio n ­
a te ly m ore. F ig u re d on th is basis it will
not be a b u rd e n on an y o n e a n d will m ake
for b e tte r living co n d itio n s in som e p a rts
of th e city. P eo p le have been know n to
hold back on b u ild in g hom es in d istric ts
not served by sew ers a n d in m any cases
