C. FACTS A RE ’ Down in Washington there is the Government Bureau of Standards. Contained in this official depart­ ment are numberless devices and amazing equipment to test and measure a range and quantity o f materials and products that are almost beyond conception. Lacking an ofrieial system for testing and meas­ uring newspaper circulations until twenty-one years ago, the Audit Bureau of Circulations (A. B. C.) was formed to function for advertisers and publishers in the authoritative way the Bureau of Standards serves commerce generally. Mysterious gadgets and higher mathematics don’t enter into the A. B. C. picture. The process itself is a simple matter. An experienced, impartial auditor spends several days every year inspecting and thor­ oughly examining e”ery detail of an A. B. C. member’s circulation. This auditor reveals, through a formal audit re­ port of several pages, vital information that every ad­ vertiser must follow if he expects to know what he’s getting for what he is paying. . 35 For instance, the audit report shows press runs of various editions of each issue—identifies territories in which this total circulation is distributed—shows in­ ducements, if any, that were used to obtain subscrip­ tions—specifies what percentage of the circulation is in arrears beyond allowed time—shows what copies were distributed, if any, without payment. Then—and not until such unpredjudiced infor­ mation is available—does an advertiser know how many prospective customers his sales message is reach­ ing. Short measure or short count can’t get by an A. B. C. auditor’s report any more than the U. S. Bureau of Standards would give its approval to a product or material that was masquerading under false claims and, therefore, under false values.
