larger cities a n d recently cities of
all classes h ave leisure tim e p ro ­
gram s o utlined by city a u th o rity .
T he responsibility of th e Individual,
of the fam ily, a n d of th e school
have not been lessened n o r given
up. but th e city lias sim ply d is­
covered th a t it m ust play its p a rt
in the grow th a n d developm ent of
the social life of Its citizens. We
provide schools, f i r e protection,
pure water, clean streets, adequate
police protection, a ll of w hich bear
upon th e m a te ria l needs of life.
Why, then. Is It n o t rig h t a n d ju st
th a t a c ertain a m o u n t o f effo rt
should be sp e n t upon th e spiritual,
aesthetic a n d social side of life?
W hy should tow ns n o t build up
w ith pride recre atio n al facilities and
more adequate m eans of enjoym ent?
Why should th ey n o t p lan and
construct as fa st as possible ten n is
courts, sw im m ing pools, ball Helds,
picnic parks, a n d all th e o th er
types of facilities w hich m ake life
more interesting a n d m ore e n jo y ­
able? A city can be fam ous for th e
cliaracter of its citizenship as well
as lor Its w ater supply, Its beau­
tiful lawns, or a s a c en ter lo r
apples, or hops, or wool.
W hen recreation program s a r e
m entioned m any people th in k only
ol the play a n d gam e side, such a»
baseball, o r tennis, or golf, but in
our term s we wish to include all
ol the activities w hich m ake for a
happier citizenship, we w ant to in ­
clude music, a rt. d ra m a , th e h a n d i-
crafts. a n d all of th e o p portunities
which a lfe c t people w hether young
or old. We w ant our p a rticip a .lo n
In these activities to be ju st as e x ­
tensive as th e desires a n d capacities
of the citizenship m ay direct.

develop a program of th is sort?
