The initiative measure which will be on the ballot in Novem
ber, known as the CONSTITUTIONAL AMENDMENT FIX
ING LEGAL RATES OF INTEREST IN OREGON, and lim
iting legal rates of interejit at t and 5 per rent if passed, will
deplete loanable funds in the State. Its passage will seriously
cripple industries of all kinds and affect every Individual in
the State. The Federal Reserve Discount Rate ruling at pres
ent is 6 per cent. . ,
If a 4 or 5 ht cent limit on loanable fund is fixed by law, it
is obvious that mortage loan could not be renewed or ex
tended and money sronld be withdrawn from this state and
neck higher rates w hich prevail elsewhere.
If banks are compelled to loan money at 4 per cent it is sclf
' evident thev w ill be unable to pay any interest on savings ac
counts. Tliis is of such importance to you and your interests
that we feel justified in bringing the facts to your attention.
