legiance to become a citizen of
this government. We are glad

simply U-lieve it to be the moat
beautiful flan the sun shine on

what Americans most earnestly
believe and hold most dear a
symUil of the inestimable priv
ilege and opportunities which
American citizenship has to of
fer. We would not ask the
stranger who enter our gate

flag, distinctive emblem of Na
tional entity, will be used at
every proceeding 1n admitting
foreign bom applicant. That
their attention wilf be called to
the seriousness of the step they
are takinir. the breaking of old
fidelity and fealty to the land of
their birth, and the adoption of
new country and a new flag.
It will be suggested to them
what this American flag symbol
ize, what it typifies, and what
it represents so that they may
have, so far as possible, in the
first hours of their citizenship,
some conception of the responsi
bilities thev assume, and the
benefits to be obtained, and what
