he legislature has passed a bi'l
uniting Washington and Tilla
mook counties into a separate
judicial district one circuit judge
to preside. The new law will
cost the county of Washington
perhaps one hundred dollars,
and it is expected that the sav
ing in costs of litigation to the
county alone, like that of board
of prisoners, cleaning up of the
docket less cost of juries being
called on delays, etc, will more
than counterbalance the excess
over the old regime. The new
judge will be a state officer, and
our one-fortieth of the tax will
not exceed the above amount
Prior to the passage of this
act Clatsop and Columbia Coun
ties, which together with Clack
amas and Washington Counties,
comprised the Fifth Judicial Dis
trict were detached therefrom.
This left Clackamas and Wash
ington in a separate district
Based upon the last census, this
district would contain the largest
population of any Judicial Dis
trict in the State of Oregon by
approximately thirteen thousand
people. It would have over twice
as much population, and over
twice as much litigation as many
of the Judicial Districts of the
State, and over three times the
population and litigation of
others. Therefore, as a matter
of right our county became en
titled to the new district There
can be do question but that a
great saving to the county will
result in expediting litigation,
and in the prompt trial of prisoners.
Msny feet that the Washing
ton County Delegation is to be
congratulated upon looking after
the best interests of their county.
The new judge will doubtless
be a Hillsboro man.

The bill to abolish the office of
county judges throughout the
state failed to pass at Salem.
Also the bill to make the county
clerk the avenue of requisition
for every purchase made by the
county official from circait
judge down to road supervisor.
Not even a lead pencil could have
been purchased without first
chasing down the clerk for a re-
fuisition. and receiving his O. K.
he clerk would then have or
dered the purchase. The clerk
would then have notified the
county board each day of their
session, just what bill he would
present them, and until thst
would be paid no more would
have been given them. He
would follow with another bill,
or set of bills, for the next day.
This law would have meant a
big "red tape" program product
ive of delay and tomfoolery and
it was really a mighty good
thing that it did not pess. Some
supervisor might have broken a
bolt in a drag scraper and he
would have to pass up the local
blacksmith, or local store, and
make a trip to the county seat
