Governor West will not call an
extra session and Oregon will
get along quite well, thank you.
If the proposed charter shall
fail of passage it will mean no
improvements, such as sewage
and paving, this year.
Well, well Teddy endorsed the
progressive legislation of the
"Fool of the Family!" And even
the organs of the assembly move
ment are getting into line ex
cept, of course, a few here and
there, who never see light for
years after the beacon is burning.
Without a new city charter
Hillsboro's business streets must
remain as they are, with perhaps
a few new planking; we must go
along without sewage a menace
to health; contemplated improve
ment will die a-borning. The
new charter will make it possible
for civic improvement, and civic
improvement is what we need if
the city is to expand and become
a commonwealth of any consid
erable importance. Therefore,
it behooves citizens, who wish to
see improvements go ahead this
summer, to get out and vote
"yes" on the charter, next Mon
day The old charter grants
powers more arbitrary, and vests
them in the council, even against
75 per cent, of a protest but the
council would not go ahead with
. eyen those powers. The new
charter gives seventy-five per
cent, of owners of property af
fected power, to name the class
of improvement, and the council
must abide by this request.

Rustling Agent Feels Very Proud of His
Endeavors for March
James Wesley Cave, the Oregon
ian Agent, won third place in
the contest to get subscribers for
the month of March, and this
morning he received a check for
fifty human plunks. The check
is signed by Henry L. Pittock
and the Argus guesses it is good
and Jas. isn't going to have it
framed as a souvenir; neither
will he devote it to a charitable
institution; nor will it go to the
missionary society; nor is he go
ing to buy an auto; nor a road
flea, as Dr. Linklater calls one of
these motor cycles.
J. W. is going to get action on
that fifty dollars, and let the in
crease in circulation keep right
on he will take the Argus and
Independent men and the office
forces, some of these days, out
in a big red touring car, laden
with caviarre sandwiches, soda
pop, chocolates, cold chicken,
and all that goes with these as
trimmings, and give them a day
of recreation that is Jim says
he may do that if the fifty isn't
gone before some one gives him
the red car.
