to Pay Street Improvements
The new city charter should pass
without much opposition at the
coming city election. For street
improvements, the new instru
ment makes proper provision,
and the terms of the city are not
severe, in case anyone shall wish
to be granted time, ten annua!
payments will be afforded, with
an interest charge. With such a
charter Hillsboro can progress-
without such a charter it can,
and will, stand still.
The provision affecting street
improvements, so far as the
power to order and execute is
concerned, is as follows:
The council is authorized and
empowered, whenever it deems
expedient, to provide by resolu
tion for the improvement of any
street or alley in said City of
Hillsboro, by planking, replank
ing, paving, repaying, graveling,
regraveling, macadamizing, such
street or alley, or laying any oth
er kind of paving or surfacing
thereon, or repairing any kind of
paving previously done, or con
structing a sewer therein, any
such improvement to include cost
of curbing along such street or
alley, and all the expense of mak
ing any and all such improve
ments herein authorized and
enumerated shall be paid by the
owner, or owners, of lots, tracts,
or parcels of land specially bene-
htted by such improvements, and
the council is authorized and em
powered to determine the char
acter and kind of any such im
provement, to determine what
lands are specially benefitted by
such improvements, and the
amount to which each parcel, lot
or tract of land is benefitted, and
to levy and assess upon each lot
tract or parcel of land the pro
portion or amount of such ex
pense, and make the same a lien
thereon, as the said lot tract or
parcel is found to be benefitted
thereby, and to collect such as

been nominated for mayor of
that bustling city-by-the-sea. Mr.
Wilcox was for many years as
sessor for Washington County,
giving eminent satisfaction. He
was councilman here a number

not be loser by electing Mr. Wil

Dr. Ernest Everest, of Corne
lius, was in the city yesterday,
filing his final account pf the es
tate of Andrew Hauck, deceased,
who passed away at Cornelius a
few month ago. The only heir
to the estate is Minnie Hauck
Wartegg, the celebrated prima
donna, who has sung before the
crowned heads of Europe, and
had more than one triumphant
tour in America. Mrs. Wartegg
now resides at Lucerne, Switz
erland, where she has a splendid
villa. Her husband is now in
the Argentine, where he has
arge interests.
