ed instructions from the State Tax
Commission, and the directions
clear up much that has been tbe
bone of contention. For instance:
Manv reocle hold that a colt ia not
taxable until it is a year old. This i
enor. A colt or calf is taxable just as
soon as it has anj cash value, and must
be so assessed.
Mortgages must be assessed at fact
value.
Personal property tax follows the per
son against whom the assessment is
made. The commission says: inerr
fore any person to whom personal prop
eitv is assessed, if it can be legally as
sessed to such person, is liable for the
navment of the tax thereon."
The assessor has no authority to allow
any householder's exemption.
The assessor has the rifiht to considei
the value of a franchise in assessing cor
poration property.
A person living in another state and
holding a mortgage on real estate in
this county does not have to pay a tax on
the mortgage. The ccmmitsion says.
"The Drocertv to be assessed is the debt
which is due to the creditor, and his
residence out of the state draws such
orooertv to him."
Where a person is assessed on persona!
piotertv and then becomes bankrupt,
the property assessed passing to other
parties by reason of such bankruptcy,
the county loses toe tax.

Miss Alice Denton, stenographer, was
a reformer Id a very quiet way. In
the village she had left behind her
there was no show to carry out her
ideas, but she had not teen In the city
a month when she had Jlmmle the
Kid on her hands. She picked him op
on the street one evening. He was
fighting with a bigger boy and getting
the worst of It, though doing his best,
when Miss Denton rushed to the res
cue, and the bigger boy fled. By that
act sh made Jtamle her friend.
Jlmmle was taken into the boarding
house and the blood washed off bis
face and his hair combed, and then be
was questioned. Ills name was Jlm
mle Skate so named because he was
an orphan skating around for a liv
ing, no home, no relatives, the cop
pers hounding blm from morning until
night because he would not steal pea
nuts and divide with them. When
bis story was finished be bad the girl
In tears. At the end of another half
hour, by talking to Jlmmle of his dea'd
mother In heaven, Sunday school, tbe
ways of goodness, and so on, she had
hlra In tears. A partnership was
formed. She was to be a guardian
angel to Jlmmle, and he was to mend
his ways. Five dollars was banded
him to get a suit of clothes, and his
profits selling newspapers would rent
him a cheap room and buy his dally
bread. At frequent Intervals he was
to call on Miss Denton and report and
receive further advice and encourage
ment lie was not to swear, fight
smoke or do aught else to militate
against the career mapped out for htm.
Two evenings later Jlmmle called,
wearing his new suit He bad hod

orphan whose motto was excelsior.

way trolley car and saving the lives
of forty people. He was praised for
hU gallantry and a promise made to
keep the Jewel safe for him, and Just
then the detective entered and took
him by tbe neck. This was practical-
ly. He took Miss Denton by the neck
theoretically. When the landlady
came In and talked about tbe ways of
Providence she wn also Invited to go
along to the station house.
All tbe plunder had been preserved.
Miss Denton and tbe landlady bad to
get a lawy and do a great deal p
weeping brides to get out of It, but
Jlmmle did no weeping. He Just
winked. He continued to wink until
tbe two women took the stand agalngt
him, and be was sentenced to the re
form school, and then he ceased to
wink and said in a voice of reproach
to Miss Denton:
