A special meeting of tbeCity Coun
ci! was held Tuesday night to con
sider an offer for the light and watei
plant from F. G. Sykes, of the
Portland Railway Light and Power
Company. There were present
with Mr. Bykes, Engineer Slocnm
and the Company's attorney, Mr
Griffith. Theee gentlemen came
out Tuesday, and put in a portion
of the day estimating the value of
the plant, and made an effdr to the
council of 114,500 fof the whole
thing. Whereat, the council smiled
broadly, and lost little time in
stating that the offer would not be
entertained for a moment . George.
Hchulmerich started the fireworks
by etating that he would head
company who would give $25,000
for the plant. After some discus
sion of the matter, it was moved
and carried that the ouncil em
dIov an expert to determine the
preeent value of the plant, and re
port his findings as soon as possi
ble. Some of the citizens are in
favor of leasing the plant for a term
of ten or twenty years, and paying
off the bonded indebtedness in that
way. The city now has an in
debtednets of about $42,000, and
its earning capacity at preferrt te
about $900 Der month.
The great expense to the city for
some time past has been tne exten
Bion of its mainB, made necessary
bv the increased demand for water
The Portland people wno maae
the bid say that if it eb.aU be tound
that the plant ib worth, more tban
they figured it, they are willing to
dst more for it. Ineir eeMmawi
did not take in the matter of-
franchise, and their bid was a tenta
live one. They expect to get tneir
Dower from the Oregon Electric in
the event they are able to buy tbe
Hillsboro plauts. It is understood
that they will aleo negotiate for the
Forest Grove plants.'
