newspapers, in order to be trans
miwible through the mails, at pres.
ent pound rates, must be paid for
in adfance. Daily paper ate al
lowed three months in which to
make the change from a credit to a
rath, or paid in advance basis, and
weekly papers one year. This
gives the weekly newspapers one
year to get upon a cash in advance
basis. The newspaper man who
will be obliged to pay postage on a
large number of delinquent tub
tcribers, will be placed at a great
financial disadvantage This will
force all publisher in the United
States to go upon a cash basis with
in a year.
