WE CAN LEARN, YET.
The real essence of the Monroe
Doctrine was notice to the world
that the United St' es must be
factor to be considered whenever
any foreign power contemplated
1 win or reprisal from a government
on American territory of either
hemisphere. Debt, whether due to
the citizen of a foreign power, or
whether due to a foreitm nower
whether the result of a loan or the
body of a reprisal, is a due that is
of times collectible only by force.
Cllec ion by force oftimes means
nothing more or less than fore
closure on territory and that is,
of course, in the case that particu
larly affects our nation, a plain
violation of the dictum made and
followed by our government for
practically a century All students
of national life know this. Even
Urover Cleveland knew this when
he was drunk; or at least they ay
he was drunk when ho sent in the
Venezuelan message, the only bid
that the Stuffed Prophet made for
enduring fame. Turn the present
Venezuelan scrape any way we
wish, and we find that the action
of European powers closely in
fringes upon the letter and spirit
of our national life. We mfeht
. act as a bad bill collector for Eng-
wnu we cto as she wishes as to
our monetary system and force
the fcouth American" revolutionist
to pay up or blockade her nort
and put a man in charge of her
customs receipt. But it is too
! late to moralize on this matter.
The Monroe Doctrine is a thing of
me past but what is the differ
ence; we're all one people: conn
dence is all that we want: and
England lias showed us how to get
it tiy embracing her money stand
ard. Can't we trust her to also
interpret our international de
meanor?
A GENERATION OP FOOLS.
' I ndia has just witnessed the great
est parade of pomp ever seen in the
pagan East, even in the days of li
cautious and lecherous Babylon
England has given that country of
starving peasantry a circus parade
that more than rivals anything of
t its kind seen from the days of
iAerod down to the hour of of Han
na; withering by comparison any
hippodrome of the Orient, and
drowning by glitter even the 50-.
cent shows of the Occident. All
V this is done to show India's poor
devils that royalty and official life
is prosperous aod that it is pa
triotic to starve, or be taxed for
gorgeous occasions like this. The
people like it, of course. The fact
is, whether pauper or pie eater
simpleton or savant, the generality
of human life likes the blare of the
i Jand, the touch of tinsel, the
primping of floating plumes, and
more than all, permission to pay
t palaver to papulous princes and
; all this humbuggery is endorsed
! by the press of the upper classes,
to say nothing of the poor country
publishers who have a hard tjme
to keep the wolf from the door, and
who ridicule criticism of such driv
I el as ardent anarchy. Meantime,
f India's paupers prate of the won
derful vision of purple and gold;
England's miseiable starved crea
tures in the London half-world, as
well as the prosperous sc ons of no
bility, the one hungry, the other
gorged, cheer for royalty's capers
before their miserable Eastern sub
' jocls; the puppet press send us col
umns of "stuff" about the "Pa
geant"; Teddy Roosevelt nearly
loses an eye in a sword contest-
just for gilt and gli.ter, you know
wi h General Leonard Wood;
"whilom, the chief fool killer serene
ly sleeps. Truly, we are a genera
tion of fools but what would the
Ugh places do without "... the iult
. r "zter or the ass to applaud hip-
Binger Hermann has resigned
and will come to Oregon to take a
hand in the Senatorial fight, lie
it Mid to have considerable sup
port in Southern Oregon and if ho
enters the race in earnest he will
make it warm for other aspirants.
Binger is aaid to be in bad odor at
Washington over alleged fraud in
the Und offices in Oregon, but it is
hardly likely that it can be sus
tained. His entry into the scram
hie will diminish Fulton's chances.
JUST TO SAY SOMETHING
Arm so many years of unexam
pled prosperity, it is sad to the
General" deserting his subject
who always yell the loudest.
Ha vi you noticed that the trusts
are not wearing any chain armor,
even if congress is in session?
Wi can not refrain from wonder
ing if Hon. H W. S., of the
0 g n, called on Mr. Astor
when he was in Lunnon.
Ir the price of cordwood is now
too high at Salem, what will the
quotations be in a few days, when
the circus meets and everybody is
sawing wood?
As between Bryan and Roosevelt
posing for pictures, we opine that
the hero of a fight he was never in,
Teddy, has the Nebraskan scored
out of the game.
Knox is after the trusts sure!
The trouble is in the fact that Knox
has lost his compass, and he starts
just opposite from the way he
wishes to go. When he gets clear
around the globe he will file his
complaints.
When our "rulers" go back on
the Constitution and Declaration
of Independence it isn't hardly
worth while to fret about a little
thing like a violation of the Mon
roe Doctrine. We must learn to
be not over sensitive, since we are
getting into the dignity of "sub
jects."
Ir Charley Fulton had been
much of a statesman he might
have bad the Oregon City Falls
blasted out, a fish way cut into the
rack, and rode straight into the
State Capital on the back of a
"Silveraide" salmon. But some
men go to the .State senate for
years without keeping an eye out
for future possibilities.
The Oregon legislature will con
vene in regular biennial session on
January 12. As soon thereaf'er as
the two houses are organized the
inauguration of Governor Geo. E
Cliamberlain -will take place. It
is expected there will be a larger
attendance upon the opening of
the session this year than usual
Republicans will be iaterested in
the organisation of the house and
democrats will go to see their
champion inaugurated into the
highest office in the state. Ex.
Senator Morgan proposes to send
American negroes to the Philip
pines to grow up with the country,
Some of the American negroes al
ready sent there, as soldiers, are
said to be aiding and encouraging
the Ladrones to rebellion. We
fear Senator Morgan's plan would
introduce simply another element
of discord in our far-away posses
sions. Mobile, Alabama, Register.
Oregon is holding up its reputa
tion for rainfall this winter the
gauge showing that already we are
about three inches ahead of our
rainfall at the corresponding per
iod last year. But Oregonians pre
fer s little damp to the correspond
ing period last year. But Oreeon-
ians prefer a little damp to the
rigorous cold of the East, where it
is 40 below for weeks at a stretch.
Judging by the past Oregon will
have s big crop next year.
