That Eugene Loud, of San Xte, Cl., has been defeated for Con . grees, is a matter of much pleasure to those country newspaper men who have watched that Congress man's policies in the lower House. Loud has always worked against the country newspaper not be cause he despised them, bnt because he was working for the big news ag-ncie. Every thing he could do against the country publisher was - his forte. Petition after petition at each session of Congress has found way to Washington, asking mem bers of Congress to look out for Loud and his various bills against . the country newspaper. Loud lived in a district where the country newspaper was overshadowed by the bigger papers and he was not fearing the weekly paper. His tie- feat is sufficient balm to many a country publisher who is dissatis fied with ths way elections went in North Carolina and Pennsylvania. The suicide of C. A. Pitch, once editor of the Oregon City Herald, at Lakeview, Oregon, came as a surprise to those who knew him Filch was much of an optimist as people knew him, but underneath there must have been a morbid strain in his nature. He leave a wife and two children. Fitch was a forceful writer and an effectiv speaker. His last act was the only cowardly one against his record. Secretary Shaw Bays that the law requires national banks in re - serve cities to keep 25 per cent of their deposits on hand, but he in sists that the secretary can exer cise discretion in the enforcement of the law, and in his discretion he has decided not to enforce it.
