plain public utterance without
cover, such as was made by Gen.
Miles, and for which that officer
was reprimanded by the same colo
nel, and now the president.
Will it work? San Francisco
has the initiative and referendum
in its charter, and it works there
like a charm. - II it woiks well mu
nicipally, why not try it on a
larger scale as it is proposed to do
in this state. Don't go to the polls
next June with the excuse that you
don't know anything about the ref
erendum. You have ample time
between this and election
post yourself thoroughly. Talk it
up with your neighbor. Salem

A he people who are worrying
about the merger of the Great
Northern and the Northern Pacific
railways are losing valuable time
So long as the same men own and
operate , the two roads, it doesn't
matter a picayune about the name,
or the incorporation of the two
properties as one. Results are all
that the railway owners want, and
they are going to have results
whether or no. Every state in the
union has, or should have, the
right to effect railroad legislation,
governing the management, to a
certain extent, of these great prop
erties. But the only true remedy
is popular ownership and it will
come sooner or later. .
Okegon is not very proud of its
Hebrew senator, and the little chap
"will have a hard row to break into
the senatorial body a second time.
That he was the creature of circum
stances and dirty politics, every
citizen awake to public affairs,
knows, and that Oregon has lost
national caste by sending him to
Washington is no matter of con
jecture. If the state has any con
science, it will succeed him with a
man of brains and a statesman.
His lieutenants are already com
mencing the fight to get legislative
delegations for his succession, and,
unless there is a, change in his tac
tics, he will not fail in many coun
ties in the state. Jos. is a shrewd
worker, and no one better under
stands the game of politics than
this little son of Jerusalem. His
"hurry-ups" are already in the
ring, for good or ill. Now, we
shall see what Oregon can do when
Bhe has a nasty job to perform.
The good people of Nebraska
have now found out why Gov. Sav
ago was elected that is to say,
they have the fruits of the anti
fusion election. Bartley, the ex
state treasurer, who stole thous
ands of dollars from the public
treasury, and who was convicted
and sentenced to twenty years' im
prisonment, has been pardoned. It
is safe to say that in the state pen
itentiary of Nebraska there are
men serving time, without hope of
pardon, and there for stealing, per
haps, not over one hundred dollars
worth of property. Strange, is it
not, bow some of our statesmen
commiserate with the gilded thief,
while the petty iarcenist must suf
fer the extent of the law? This is
the old, old story, as old as history.
But in this age we expect such
thing. The trusts rob the citizens
of our nation of millions each year,
and they do it under cover of the
law. They apparently own cur
legislative bodies, our press, and
the people, even, who are paying
extortion.

The authorities of Washington
have been expending money with
such reckless teal that they seem
to be impressed with the notion
that money grows on trees. It is
also true that, although being re
quired to observe enormous and
unparalled expenditures in our new
possessions, many people have not
stopped to think that some one
must be footing the bill. Any in
telligent man understands that
when the government expends an
eaormous sum of money, Ihe peo
ple "pay the freight;" and in the
past it has never been considered
good business policy for a govern
ment to be extravagant. Secretary
of the Navy Long, however, in a
speech delivered at the launching
of the battleship Missouri, present
ed a novel theory in defense of ex
travagant expenditures. Mr. Long
was replying to a circular in which
Edward Everitt Hale and other
gentlemen had protested against an
expenditure of 1100,000.000 in the
navy department; and this protest
added that such an exoenditure
meant a tax of $6.00 on every
family in the United States. It is
true that Mr. Long admitted that
"The community should not be
taxed for the sole purpose of dis
tributing the proceeds of taxation,"
but he added: "And yet, on the
other hand, as a matter of practical
fact, if that sum is spent there is
probably not a family in the United
States whose future income could
be shown to be shown to be 16 less
and still more families whose in
come would be many times $6 less
if it were not spent." This is
strange reasoning, and if it is cor
rect, then there is no reason why
expenditures in every department
of the government should not be
multiplied a thousand times.

died Saturday evening, and was
buried Monday., Rev. F. L. Belknap
conducting the services. Deceased
was born in Milwaukee, Wis., and
was for many years an engineer on
the Northern Pacific Railroad. He
was 45 years of age and leaves a
wife and two children to mourn his
