These conditions is substance re quire Cuba to adopt our Monroe doctrine for herself and assent to our enforcing it for her if necessary; . to refrain from contracting debts beyond her means; to allow us to , guarantee her independence, her domestic peace and order, and her financial' obligations under the treaty of Pari; to ratify all acts done by us during our military oc cupation; to excute and extend our sanitary plans throughout the is land and U'se1l or leuxe to us l.unl necessary for coaling or naval sta tions to enable us to make our pro tectorate of the islands effective Senator Teller and other Senators oho have atood up stiffly for kecking our pledge of absolute independence to Cuba are reported to be inclined to assent to the proposition that Cuba shall be asked to tuakc these stipulations in a perman ent treaty with the United States. That, of coarse, would be a somewhat different thing from demanding their incorpora tion in the Cuban Constitution as a con dition of our withdrawal from the island. A treaty is a thing which . an be made only between two independent nations. And if Cuba should make a treaty with the United States which would leave her entirely free except as to negotiations with foreign powers that might imperil her independence, the would be simply giving her formal assent in. writing to oar Monroe doctrinewhich we should uphold against any foreign power thai threatened her, with or without the sug gested treaty. The superfluity of any such treaty stipulations except as a basis for future interference in the affairs of the island is, nevertheless, perfectly evident to ev erybody. We do not need to exsct such pledges from Cuba. The stipulations' of the sparrow are not essential to the eagle's security. New York World.
