trample on the instrument, we
may do ao again with impunity.
Our treatment of Porto Rico is but
a forerunner of what we may ex
pect when we put away from us
the regard far human rights. Once
broken, and our regards for equal
right will toon plunge ut into a
labyrinth of action that is not
compatible with free institutions
and we will have a republic in
same only. Sueh procedure mere
ly makes as a government by force
laetaad of a government by virtue
of the authority of those who are
governed, and the germ of thia sort
of government does not grow in the
oil of democracy and republican
lain. Commercialism has a great
and powerful ally in commercial
politics. We are now in the bor j
darland of an oligarchy that will
eventually be hard to control.

army, and you will have a govern
meat that will be vicious as com
pared with a monarchy.

The skip subsidy graft is but one of
many that have been purchased by
the powers that lent aid and com
fort to the administration, and if
the administration shall deal hon
estly with its aiders and abettors
a multitude of iniquities shall be
gvea strength and place in statute
There is hot an intelligent man in
America but who knows that
ahamefoi deals, actual contracts, or
implied, have been made between

corporatione of the country. Let
as ho-e that we shall find some re
publicans who are not tied to the
promisee of the masters and who
will shatter Cm superstructure that
tends toward the debasement of
oar country. A vote against the
hip subsidy scheme ib a vote of
patriotism.

The friends of the ship subsidy
graft are trying every effort to get
the measure drafted into law and it
begins to look as though it will be
come a statute. Although it is a
measure that is practical robbery,
yet it has the support of the ad
ministration managers ar.d that
means victory unless through fear
ef rebuke there will spring up
wtocjh mug-wumpism to beat it.
Ths bill will receive it; greatest
support by the unthinking through
ths last that it is argued that the

In our treat prosperity we must guard
against the danger it invite of extrava
gance in government expenditure and
appropriations, and the chosen repre
tentative of the people wilt, I doubt
not, lurnisn an example tn tneir legisla
tion of that wise economy which in a

In this era of great business activity and
opportunities, caution is not untimely.
It will not abate, but strengthen confi
dence. It wilt not retard, but promote,
legitimate industrial and commercial
expansion.
Lhis admonition to economy is, un
fortunately, accompanied by an argent
recommendation to pas the ship sub
sidy bill, which Is, in itsett, an extrava
gant use of the public fund, and which
is, moreover, a diversion of those funds
from public ends to a private advantage.
It is a measure that, auder the cloak of
protection to American industry, im
poses on the producers of the country a
tax for which they can receive no direct
return, and of which tbe effect will be
rather to increase than to diminish the
cost of transportation of their products.
It is also a measure for the benefit of an
industry that is already in a moat pros
perous condition, and that needs only
the stimulation of open competition to
develop indefinitely. Surely, this is an
illogical and inequitable employment of
the surplus contribution ot the tax
payers.
Thia is only one of the "grafts
which received indorsement at the
polls in November." When you ex
pose yourself to smallpox, the dis
ease is yours.
Do not grumble at a little rain
remember that the east is now get
ting its snow and cold. . A little
rain is not to be sneeied at as it
makes things look like Oregon
You know you would not live' any
where else, so what is the use of
grumbling.
When Washington County gets
the population that it is entitled to
by virtue of its location we shall
do business and that time is not
far distant. From now on we shall
get more tbao our share of the in
tending settlers coming from the
east. Watch Washington CoOnty
growand it will be a substantial
growth.
The sooner a man finds out that
he can't get everything he wants
in this world, the sooner will he
have learned the great lesson of
life. Most men go down to the
sunset ways before they discover
this knowledge, and even then,
hope in the same old way. Philos
ophy is easily preached but is t
"powerful" poor thing to practice.
Thk Oregonian constantly throws
sneering remarks at Oom Paul
Kruger because that old gentleman
is in Europe trying to get aid for
bis people. This is characteristic
of that paper. It now wants the
the old man to go out and 6ght.
There is reason in all things the
uregoman excepted, inere is a
chance for the rabid writers on
that paper to go over to the Phil
tppines and do a little scrapping
on their own account.
