The Akoi'8 has on its desk h letter
from some New York and I.ondot
society; an apped for il fr I lie
starving million in India. This
is no new story ; England lias had
many a famine in her iHnitiions.
Rut the peculiar feature of I his
matter lays in the incongruity
conditions. The millions ss't;t
each day in Africa, in KnelandV
attempt to break up two little
Dutch Republics, would feed evry
starviug wretch in British India's
domains. Here is an example of
what empirical government means
Here we have an object lesson of
what a government will do which
has for its governor? a little coterie
of "royal" -people and a house of
Lords. Here is the quintessence of
imperialism for you thousands of
dollars wasted daily on a liberty
crushing project, while in another
clime, under the same flag, are
thousands dying from hunger. No
government whose power springs
from the heart of the great com
mon people has ever been known
to follow such a course. The
heart of the common people of
England, herself, feels the incon
gruity of such situations but the
common people there are not their
own masters. It is to such ex
tremes as this we, as a nation, are
drifting. Our "cuckoo" journals
in New York, San Francisco and
Portland are all aping this system
of government which shows this
picture; our latterday statesmen
"whoop" it up for J. Bull's civilizer
and here we are. This patellel
should be an object lesson so ter
rible that a child, even, could ap
predate it.

IS NOT EXPANSION'.
A DEMOCRATIC SENTIMENT.
Judge M. F, Tuley, of Chicago, in
welcoming the Boers, says:
"I regret that this pro-Boer
movement is somewhat involved in
politics. Where liberty is con
cerned there ought not to be poli
tics, but right and justice should
be the rule and guide. This coun
try, which up to three years ago,
occupied the grandest position a
nation ever had as the protector of
liberty, the world over, now stands
tied, unable to move. Think ol
what it has come to when a repub
lican convention in Illinois, com
posed of citizens of this country,
hoots down a resolution of sympa
thy for an oppressed people. Are
we becoming ADglo-maniacs? It
is high time for every man who
loves liberty and hates tyranny, to
raise a mighty protest against our
government's turning a cold
Bhoulder to a people struggling fur
Bympathy and freedom. Let our
country's history and its struggle
be a lessou to us. Register- Democrat.
l-ETIT SAY WHAT IT MEANS.
After all, what difference whether the
democratic party make a new declara
tion for free coinage of silver, at 16 to
1, or reaffirm the old one? Reaffirma
tion of the platform of 1H96 is approval
again of "16 to 1," which wag the lead
ing feature of that platform. "We de
mand the free and unlimited coinage of
both silver and gold at the present legal
ratio of 16 tu I, without wailing for the
aid or consent of any other nation," was
the declaration of that platform. Where
is the "couserv tisoi" 111 "simple reaffir
mation"? It is the same old thing, and
just as far from "conservatism" as if
written anew.
In either event, reaffirmation or
specific declaration and it will be
one or the other it will lie a straight
out declaration for monetary re
form; a plea to take the banks out
of the government business. There
is 110 distinction, although Two
AR0U8 favors the specific declara
tion. People will exercise their
Own judgment as to which of the
three great issues is of the most
importance. The republic is threat

what will be their performance? is the

Hence there is no such thing as expan

is neither expansion nor progress, but
retrogression and exhaustion. The Am
