Repeating the experience of a year ago, the stocK ex change ended the year today with rising pricea and a display of financial cheer fuiiiess. Railway shares moved littie as a rule, although even in thut quarter of the market there were several advances ot a point or more. But industrial stocks w;re particularly strong, gains oi two to three points for the day being numerous. - for this movement of prices, as for the moderate recovery in foreign ex cnange rates, abundant cause might be found in the rather extraordinary over night developments at Washington, in which our government's cards In the Kuropean game were laid face upward on the table. We shall have to wait a bit to see precisely what response Eu rope will make to Secretary Hughes' overtures. But in the meantime, the really apparent part of the matter is that the whole discussion has been brought up in a concrete form on the f'oor of congress where, it had very loiely been thought, only obstruction could be counted on. Comparison of today's closing prices with those of the preceding Saturday saowed the week's changes in the stock market to have been variable, as they usually are in the last week of December, but with a general upward trend. A little n.ura interesting comparison may be luade with the. closing prices of 1021. In some respects the changes are likely to cause surprise to people who have r.tt lately taken a similar measurement. '1 hat some industrial stocks, aside even f'l'm the oil shares and the recipients of "stock -dividends," have made great ad vances during the year, every one knew; such net gains as the 13 points in United Mates Steel and 30 in Baldwin Locomo tive are instances In point. But the comparison of prices for the railway snares is in its way more Impressive, be cause they have generally been discissed as "refusing to move." But when Union Pacific and Pennsylvania end the year Vtith a net advance of 11 points. New York Central with 10, Louisville and Nashville with iM, and a fairly long list of others with advances of 4 to 8, it may at least be said that the better railway 'situation has found reflection. The day's further fractional advance in sterling and most of the continental ex changes was ahared by the tjerman mark, which at one time reached the hlghett price since Tuesday. This oc curred notwithstanding publication of a Relchsbank statement showing the paper currency to have gone Just before Christ mas beyond the sum of a thousand bil lion marks. In transportation quarters today it v,as reported that the modifications em bodied in the Lehigh Valley's revised plan for the segregation of its coal properties related to the three points to which the government objected when the original plan was filed a year ago. It is understood that the most important of these objections was the clause al lowing the road's retention of J:(0.000,000 of preferred stock of the coal company, and while no official intimations have been given as to the situation, it is be lieved that a satisfactoiy adjustment has been effected. Other objections are said to have been satisfactorily met in the modified plan. According to reports an applica tion is to be made immediately for the discharge of the- receiver for the Toledo, XL Louis & Western and upon discharge, it is understood that the directors will declare a 4 per cent dividend on the preferred and a 4 per cent dividend on the coirmon stock. It was also reported that the dividends of the New York, Chi cago & St. Louis would not be held up pending the completion of the consoli dation programme. .The predictions made in the petroleum trade about ten days ago that advances in crude oil prices would be announced either before the clo.se of 1922 or during the early week of 1923 more than ma terialized as a result of the announce ment of advances in three separate sec tuns of the country during the- past week. All advances put into effect cover high gravity oil, but the trade expects that higher prices will also be announced in the middle continent and other fields before long. Today's advance was for Pennsylvania crude and amounted to 25 cents a barrel on the various grades in that state. The other two advances cov ered the production of the Wyoming fields and certain grades In Texas. These advances stimulated speculation in the oil shares with the result that these stocks have advanced from one to as much as 6 points during the week. , The iron and steel trade ends the year with unusual prosperity. Most mills are operating at 60 per cent. In former years many suspended operations at this sea son for the purpose of taking inventory. The secretary of commerce is credited with two state ments this week, both of which have a vital bearing on the future of the se curities market and of the business out look. First was the expression of opin ion that the time will shortly be at hand when the enormous stock of gold held in this country will begin to be diminished by gold exports. "The other was the statement that statistics cover ing imports for October and November will show an increase in such imports, the new tariff law notwithstanding. As to the first of these -matters, it has long been held by some economists that our surplus of gold constituted a positive menace in its threat of inflation. A good deal of the rise in speculative se curities during the past year was as cribed by these economists to our abun dant money supply. If so. and Secretary Hoover's prediction is verified, that dan ger will be removed, but the . removal will take with it one of the causes for the advance in the price of both securi tiesind commodities. Investment Affect Xot Known. As to the second matter, the belief has been freely expressed that under our new tariff foreign trade could not pros per. Mr. Hoover is, of course. In the position to know the facts, and theories are of no importance when they con flict with facts. How far speculators and investors are consciously Influenced by considerations of this kind is uncertain. It is a fact, however, that there has been no sign of any large advance in the price of high-grade securities this week. Even liberty bonds, which have been very slowly rising for a considerable period, wavered on some days of the week. - The same was true to a greater or less de- 1 gree of all securities, prices of which are responsive only to money market and fundamental conditions. Investors sim ply desfc-ous of buying for income were willing to pay the market quotations, but they did not rush, to bid up the price. v Reasonable Price. Required. Financial institutions which are al ways large buyers of high-grade securi ties supplied their needs only when price and quality met their ideas of rea sonableness. Perhaps the situation could be beat described by saying that both buyers and sellers were confident of a fair degree of stability in the market for prime securities. There Is, of course, another important factor affecting even the purely invest ment issues, namely, the business situa tion. A long period of good trade re sults In the accumulation of profits available for investment. This process, however, is a very slow one and long before it begins to operate on invest ments it shows itself in the speculative market. This, brings us to consideration of the general business outlook. Here the sit uation Is not greatly different from that prevailing a week ago. The European problem Is still unsolved. The best that can be said is that the part America should take is under constant discussion, in and out of congress. Kail Troubles Continue. In Paris the entire reparations question is to be reviewed at the conference of the allied premiers next week. No one is greatly concerned over the faces the Turks make at Lausanne. Even the an nouncement of the dispatch of the Brit ish fleet to the Dardanneles was received by the markets with indifference. It will be quite another story, when any real progress is made toward the im provement of the JSuropean economic condition, whether that improvement is made with or without the aid of the United States. ' - At home the railroads still have their troubles. Chairman Reed of the Kansas public utilities commission complains that the. Atchison spends too much money for maintenance, and Senator Johnson of California wants railroads prohibited from declaring dividends un less they have spent enough money for maintenance, although it is equipment on which Mr. Johnson lays the stress. It is certainly hard to please everybody. Meanwhile earnings for November gen erally made a better showing than those of the month before and freight load ings are the heaviest on record for this time of year. Probably aside from the purely polictical attacks on the railroads, their most serious difficulty is in their inability, or unwillingness! to compose their differences, with their employes. Reasonable Profits In Sight. This, of course, does not apply to all railroad executives, but some of them still seem to feel that nothing Is so im portant as to break the power of the unions. As to the right or wrong of this the writer has no opinion to ex press, but the effect on earnings Is not encouraging even to stockholders. Aside from the foreign situation and the troubles of the railroads all indica tions are still for industrial activity and reasonable profits for well managed In dustries. The automobile trade looks forward to a great season and as a pre liminary of the automobile show, prices of motor stocks have been marked up. It must be admitted that income state ments and balance sheets in most cases Justify the advance. Talk about the automobile industry having reached the saturation point is not heard very often Just now. Steel business is phenomenal ly good. There has been a further rise in commodity prices, particularly of cop per. Sugar people look forward to a prosperous year and even the rubber and tire folks are not without hope. Sales of stocks during the year totaled approximately 260.000.000 shares as compared with 171,000,000 last year, 223, 000,000 in 1920 and 307,800.000 in the record-breaking year of 1919, when post-war inflation was at its height. Bond sales this year reached the un precedented total of approximately 4. 155.000,0(10 as against $3,505,000,000 in 1921, $3,945,000,000 in 1920 and $3,775, 000.000 in 1919. The peak of bond prices for the year was reached in the middle of .September and the lowest level early in January. One of the features of the bond market was the return of United States gov ernment war bonds to par, the refund ing of the victory notes and, barring war loans, not yet refunded, the record breaking volume of foreign government, corporate and municipal flotations, which reached a total of $685,160,000 for the first ten months of 1922, as compared with $403,100,000 during the samd period in 1921. The widest fluctuation in the stock market took place in shares of the At lantic Refining company, seldom dealt in, which ranged from a low of 900 to a high of 1575, or 675 difference. Among the active industrial issues, Mexican Petroleum provided the chief feature, getting as low as 106 and as high as 322, or a range of 215 points. Ap proximately 95 per cent of this stock has been acquired through conversion by the Pan-American Petroleum & Transport company, thus virtually re moving it as a market factor. Among the railroad shares, Michigan Central fluctuated the most, selling between 156 and 330, or 174 points. Jhe smallest fluctuation took place In Alaska Gold Mines, which sold between and of $1. Another interesting development In the market was the declaration of stock di vidends totaling more than $2,000, 000,000. While most industries showed sub stantial recovery from post-war Infla tion the number of failures during the year was the largest on record and the volumes of liabilities next to the larg est ever recorded. Severe labor troubles, particularly the miners' and shop" men's strikes, . also had disastrous effects, costing "each of the principal railroad systems millions of dollars and even more to business generally. For the first time on record there was a marked shortage of manual labor, due in part, to the restriction of immigration, whereas in 1921 the number of unem ployed was estimated as high as 4,000, 000 or 5,000.000. - Crops, with few exceptions, were of record size and the higher prices brought vastly greater purchasing power to the agricultural acUons, particularly the south. (By the Asso ciated Press. ) Stock and bond prices generally closed the year at materially higher levels, which is not only a reflec tion of the marked improvement that has taken place in business and industry dur ing the last 12 months, but is also con strued by conservative New York bank ing interests as an indication of still fur ther progress in the coming year. The year closes with conditions favor able for a further appreciation of com modity and security pricea, in the opin ion of the financial community. Un favorable and unsuspected developments in the political and ffconomic situation abroad are generally considered as the only probable obstacles to arrest the im provement In the business and financial world, which began in the summer of 1921 and has continued, with few tem porary interruptions, until the present time. ' The prediction of further bfislneas pros perity is based on well-known facts. Foremost among these Is the easiness of the money market and the huge sums available for commercial credit. In ad dition, most stocks of merchandise are low, railroad traffic is close to record levels, exports are increasing, the prin cipal exchanges are heading back to par and the European economic situation shows signs of improvement. The closing session of the year In the bond market was featured by -another brisk rise In St. Paul railroad mortgages and further Im provement In United States government securities. , " St. Paul general 4s sold at 84, a net gain of 4, while gains of 1 to 8 points were recorded by the refunding 4s, the convertible 4s, the convert ible 5s, the general 4s and the Puget Sound 4s. Soo 4s were pushed up 3 points, Chi cago, Burlington & Quincy general 4s 2, and Atchison adjustment 4s stamped 1, while Seaboard Air line consolidated 6s, Minneapolis-St. Louis refunding 5s, Erie & Jersey 4a, Katy" 5s, when issued, and International & Great Northern adjust ment 6s, all climbed 1 lo IS, points higher. Profit-taking in the so-called New Haven French 7s, which dropped 2 points, accounted for the only outstand ing weak spot. Liberty , 314s touched 101.20. up 20 cents, but canceled their gain before the close. The first, second and fourth 44s registered net gains of IS, 12 and 20 cents, respectively, while the new'4&s were up o cents. Other government is sues were unchanged. Foreign bonds generally showed little change. Cuba Railroad 5s and Framerl can 7s closed a point higher, while Serbian 8s made a new low on a cash transaction, apparently the recording of a loss for Income tax purposes.
