All camps of the Woodmen of the
World, from The Dalles to the sea
and from Salem to Centralia, Wash.,
will gather in Portland for the big
demonstration to be held next Sat
urday. The first event on the pro
gramme is a street parade, which
will start promptly at 7 o'clock at
night, leaving Eleventh and Alder
Btreeta and disbanding at the audi
torium, where an initiation cere
monial will take place.
A special decree staff, consisting
of representatives rrom the head
camp and head officers, will exem
plify the work of the order. For
the first time in Portland a side de
gree will be conferred by a picked
team.
Police to Head Faradet
The street parade will be headed
by a platoon of police, followed by
a band and Salem camp drill team.
Each camp will be represented by a
drill team, and is expected to put on
special stunts for the parade, for,
which prizes are offered.
Mayor Baker will give an address
of welcome to the visiting members
and to the newly made inembers of
the society. The address of the eve
ning will be delivered by Walter M.
Pierce, governor-elect.
It is expected that more than
10,000 members of the order will be
In Portland for the event. Nearly
2500 new members will be initiated.
These candidates will come from 60
camps of the order, Portland sup
plying more than 1500. The largest
class will come from McMinnville
and will be more than 100 strong.
Four Teami to Perform.
Four teams of the degree staff
will take active part in the initia
tion. A Bpecial silent fancy drill
will be put on by the degree team
of Multnomah camp. Prospect camp
degree team will have charge of
the candidates and also will act as
ushers.
A large radio set will be installed
In the auditorium and at a certain
hour during the evening the members
will be addressed by I. I. Boak, head
consul, who will he speaking into
the transmitters of a broadcasting
station in San Francisco. Big meet
ings will be held at the same time
in San Francisco and Denver, with
the same kind of programme in the
other cities.
The initiation and celebration will
be the close of one of the most
successful campaigns for members
which the Woodmen of the World
ever have conducted in this district,
and it will be undoubtedly the larg
est class of candidates ever initiated
Into any order of this state at one
time.

UPTON ASSURED.

Through City, Interviewed
J on Senate' Presidency.
Hoy W. Ritner, acting governor
of Oregon, passed through Portland
Friday night on his way to Salem,
having attended the conference in
Pendleton on the state senate presi
dency. Mr. Ritner said the original
pact of the eastern Oregon delega
tion to stand together and abide bj
the majority was what influenced
the delegation in remaining in the
camp of Jay H. Upton of Frineville
despite the provocation to bolt.
Senator Upton was selected as the
candidate of the eastern Oregon del
egation by a majority of the seven
members because it was believed he
could pick up a few votes that no
other member of the delegation
could attract. Upton's candidacy
has not been his own but that of the
delegation, so that in the Pendleton
conference Upton was an incident
and the main idea was the sacred
ness of the pact for the whole dele
gation to stand together.
The . conference," Mr. Ritner ad
mitted Friday night, continued for
many hours, during which the situ
ation was considered and discussed
from all angles. Now. so far as the
eastern Oregon bloc is concerned,
the presidency is settled and noth
ing will jar it loose from Upton.
Mr. Ritner will serve as acting
governor until about Christmas
week.

STRICTER PAROLE URGED

Northwest Association of Police
and Sheriffs to Be Addressed
by Prohibition Director.
Proposals for stricter parole laws
which will keep the criminal ele
ment behind penitentiary walls will
be discussed at the coming conven
tion of the Northwest Association of
S-heriffs and Police, to be held In
Portland, January 18, 19 and 20. The
existing laws in the majority of the
northwest states are weak and need
revision, in the. opinion of law-enforcing
officers, says Luke S. May,
criminologist and president of the
association.
As an added feature of the con
vention, Roy A. Haynes, national
prohibition director, has consented
to attend and will address the dele
gates the night of June 18. Mr.
Haynes, who is continually in the
limelight as a result of his position
as head of the entire prohibition
law enforcement bureau of the gov
ernment, particularly will discuss
the dry laws and the means adopted
by the federal government for their
enforcement.
The discussion of the parole sys
tem will be the principal business
before the convention. Sentimental
ism in handling criminals will be
attacked by the peace officers, ac
cording to Mr. May. Hundreds of
cases of -third-term violators, who
have been released on parole after
serving short portions of their orig
inal sentences, and who Immediately
went back to crime, will be quoted
by the different officers as reasons
for more stringent laws governing
the parole and pardon powers of
public officials
-Peace officers from Oregon, Wash
ington, Idaho, Montana, British Co
lumbia atad Alberta will be in at
tendance. The convention is to be
teld in the municipal auditorium.
It is expected that about 500 dele
gates will attend.

Scouts to Play Santa.

Boy Scouts of Albany will play
Santa Claus to their less fortunate
companions here Christmas, when
toys and games will be distributed
to those who might not otherwise
be remembered. The toys and games
will be repaired and repainted by
the scouts and a canvass of the
city for such articles will be made
Monday. Each troop also will pro
vide a Christmas dinner for a. needy
family, co-operating with the local
"' Red Cross chapter and the churches.
The scouts also will help lodges,
clubs and churches in the distribu
tion of Christmas packages to the
