In their work'of deep ening and improving the channel, dredges have to move immense quan tities of material. Much of this stuff is merchantable sand or gravel and the dealers in the trade take advant age of conditions and use this supply in city contract work. Is of the best. . , . . .:V The barges are .towed into Hheir docks by busy, little tugs and -the gravel unloaded by great cranes, and conveyors, saving the utmost in time. The shore of the upper harbor is lined with these great machines on both sides and jjj-esents a busy scene, especially when building and con tracting lines are at their height. The five great bridges that span the river give the harbor a setting all its own, an individuality, as it were. . i ' t Tn"e increase in -local traffic above the bridges is no more notable than the Increase , in foreign Strade. Di rectly across from the dock pictured herewith are others at which ships from many lands load cargo. This m'ngling of the marine efforts of the globe, the intermixing of nationali ties, when often as many as 10 or a dozen foreign nations are represented, is a fact often overlooked-by resi dents of Portland "in search of the different." Ia Grande Educators Elected. . LA GRANDE, Or., March 4. (Spe cial.) The board of education has re-elected A. C. Hampton, whose ap pointment as superintendent of schools will expire at the end of the current school year, to another two year term as superintendent. The salary has been fixed at $3000. The principals serving the past year have also been re-elected by the board. They are E. D. Towler, Miss Janet Jones, Nellie G. Neill and R. A Wil-kerson. TULIP FESTIVAL PLANNED BEIiIiIXGHAM TO HAVE ELABO RATE CEREMONY. Three Counties to Compete in Blos- om Show and Parade Grand Ball U Be Held. BELLIXGHASI, Wash., March 4. Supported by a charter membership of 1200 and encouraged by backing assured from other communities in northwestern "Washington, the Bel lingham Tulip Festival association, organized on a nonprofit basis last year, has its plans well laid for this year's tulip festival, the third held by the city, on May 4, 5 and 6. On the opening day a tulip, show will be 8taged,i and in the evening Queen Tulip will be crowned with elaborate ceremony. Following this" feature there will be a grand ball. On the second' day a tulip parade will be held In; which 30 or 40 floats " are expected to appear. Prizes will be given ,for the best floats as well as for the best displays at the blos som show, where any spring! flower may be entered. The third day will be devoted chiefly to a carnival. The three northwestern counties of Washington Whatcom, Skagit and San Juan have been invited to com pete in the blossom show- and in th parade; also in the selection of the queen and her five attendants. The selection will be made t by popular ballot. Flowers for the festival will be furnished by - Bellingham growers and by the United States experi- mental station, which maintains a large bulb garden near the city limits , of Bellingham.
