In this report many defects in the operation of the paving plant are pointed out. and, while the time for Investigation of the department of Ynuniclpal activity was limited, a further Inveatlgation during the com ing year is promised by the commis ion. The municipal paving plant, accord Ing to the commission's report, is operating a a particularly favored bidder, made so by the fact that many items of expense carried by private contractors and which should be in eluded In the municipal paving plant's lA ol expenses are ignored entirely. Overhead In Omitted. Such cost including overhead of Tent of offices, telephone service, lights, legal expense, taxes on its Ilant, office expense at the city hall and the cost of a "skeleton" force during the period when construction work cannot be carried on, is now carried by the general taxpayers of the city, according to the report. The tax commission, In its study, found that the paving plant, though bidding on assessment work in com petition with paving contractors, is now required to meet the obligations of private contractors, in that: 1. Its bids are estimates of coit only, Its agreement bln merely to do the work of construction at actual cost for direct labor and for materia., plua a flat liar(te of 12 cpnt per square yard to pro vide for indirect iabor cost, plus a 10 per cnt nuprchargft on the direct labor coats, to provide for return of loans advanced from the general fund with interest there on at fi per cnt. 2. The plant Is relieved of the expense of Interest on certified checks, required of all other contractors. 3. The plant furnishes no bonds for faithful performance under its contracts. 4. The plant omltn from Its overhead all Items of rent of offices, telephone serv ice, light and some other attendant office expense at the city halt, legal expense, taxes on its plant and expense of "skele ton" force during the period when con struction work cannot be undertaken. fi. The plant charges in overhead no time of the aiwlstant to the commissioner of public works, who as shown by the commission's investigations gives about one-half of his time to the plant opera tions. Maintenance Reserve Inadequate. 6. The plant lays aside as maintenance reserve only one-fifth cent per square yard per year fin all 1 cent for the five years of maintenance obligation), which appears to be woefully Inadequate. 7. The repair and construction opera tions are carried on through thd paving plant rotary fund, which permits of re placement of defective construction, being paid for from repair items or from repair surplus. 8. The plant ha profited from the re pair work. Including that for the city. It is to be expected that seldom will a batch be rejected by the city, though no direct evidence of defective mixture having been Mmd has been presented to the commis sion. The commission in the above state ment merely wishes to call attention to the anomalous p on-Mian of the superin tendent, when engaged in plant construc tion Jobs. One Defect Corrected, Many of these deficiencies may be overcome, according to the report, if greater attention to adm infiltrative details and more rigid requirements with respect to financial matters are carried out by the city council. The commission corrected one defect of the paving plant accounting through the transfer to the plant overhead of one-half of the salary of the assistant to the commissioner of public works. The evidence to war rant the transfer of other items now charged to the general fund to plant operation account, was not sufficient because of the short Investigation that was made, the report stated. The commission's report on the paving plant was brought to an end with the following conclusions: The statement has been made that the plant by Its competition has succeeded in reducing contract prices of bituminous pavements. The evidence in poHaeaalon of the commission was insufficient to war rant such a broad statement, for as Indi cated, above, the plant charges for produc tion omit certain substantial Items which private contractors must include in their bids and the reduction in material and labor conts may have had much to do with apparent reductions in unit prices. It h unfair, of course, to consider final prices alone, for the plant la not required to show profit on Its operations as con tractors niUHt do and the value of the produce cannot be determined ahort of two or three years more. The plant la operat ing as a particularly favored bidder, but If it existence serves to eliminate undue profits the plant, viewed solely aa a con Htruction agency, may have justified Itself. There can be no critlciam of the wisdom of using the plant as a repair agency, pro vided that the repair work in tarried out with dispatch and at a time favorable to good and sufficient workmanship, and that lepalr and construction operations are com pletely divorced by financing them through Independent funds. Meantime, tt can see no reason why, under some modified regulations, the plant should not continue functioning as It Is now doing both as a repair and as a construction agency.
