Kilpack, for many years, associated in welfare work In Portland and other Pacific coast cities, has been pro moted by the Portland Young Men's Christian association to associate membership secretary, after serving with the Portland association In mem bership work since September, 1920. Mr. Kilpack has been engaged in wel fare work for boys and girls for more than ten years. During the war he served as welfare worker in France and Germany, because of his knowl edge of the languages of the two coun tries. Veterans Open Crest Pavilion.- Overseas veterans were in charge of the opening of Council Crest pavilion last ifisrht. and the big dance netted a goodly sum for the benefit fund of the local soldier body. An application has been filed with the city council by J. P. Feldman for per mission to erect a public garage on the southwest corner of East Twenty sixth and Division streets. He was the range finder for battery B, 147th field artillery, during its long seige at the front, in the world war. Mrs. Martin will have her son s body brought to i-oruano. lor burial. Fire Marshal to Flt. Fire Mar shal Grenfell will make his first trip in the air today, when he will fly from Guild's lake to Crystal lake park where he will attend the annual pic nic held by the Portland fire-fighters. The hydroplane in which the tire marshal will fly will remain at Crys tal lake park throughout the day, making exhibition flights. W. A Bobbins Much Better. W A. Robbins, attorney for the o.-w. . & N. company, will be able to return to his office within the next few days after convalescing from an operation for double hernia which was per formed at St. Vincent's hospital April 1. Effort to Keep Tax Down Pledged. In compliance with the moveme originated by Herbert Gordon and backed by various civic organizations of the city it was announced yester day that the Library association -of Portland had pledged itself to use every effort to provide for an eco nomical administration with a view to preventing if possible any increase in the tax levy for the support Of Its work for the next three years. This is the first tax-levying body which has made any announcement of a dis position to comply with the move ment to prevent an increase in the tax levy. The board of directors of the library association adopted reso lutions at its meetingWednesday in which a policy of economy was out I lined. The resolutions provide for I thorough check in oraer 10 where economies may be carried out without crippling the service. Native Flowers at Best Now. Of special interest on this slope is the native white azalea which is found in south em Oregon and which is one of the most decorative plants of the state. A glorious mass of color Is the plant ing of imported azaleas south of .Rho dodendron" hill. These plants are in full bloom and include yellow, orange and flame-colored blossoms. The State Convention of Roman Catholic German-Speaking Societies and the annual Catholic day will be celebrated, at the St. Agatha church, loth and Nehalem streets. Sellwood, on Sunday, May 22. The Port land delegation, accompanied by the 30-piece Knights of Columbus -band, will receive the guests from the southern part of the state at Golf Junction at 10 A. M. The Pontifical high mass will be sung at 10:30 A. M. by Rt. Rev. Abbot Placidus Fuerst, O. S. B., of Mt. Angel, and the sermon will be preached by Rev Father Ap polinarius, O. F. M., of Portland. Harding Asked to Fair. Hand somely engraved invitations to attend the 1925 fair are to be sent out by Governor Olcott to President Harding, members of congress, governors of the various states and to other state and national officials. Various print ing and engraving plants of thi state submitted designs and that prepared by Kilham's Stationery and Printing company was adjudged the best. That concern is now preparing 1000 of these invitations to be sent out. Innocent Man Robbed bt Negress. Mike Stoti, 731 Roosevelt street, re ported to the police yesterday that he had been "touched'" for a diamond ring valued at $200 and $200 in cash when he met up with a negress on a dark street in the north end late Fri day night. He said the negress ap proached him and attempted to strike up a conversation. When he got rid of her he found his valuables were missing. Accounting Is Asked. A disagree ment which they find unable to adjust among themselves is splitting the partnership of Sam Schnitzer -with H. J. Wolfe in the Alaska Junk company, 201 Front street. Schnitzer asks that his partner be compelled to give an accounting and that a receiver be ap pointed for the firm, in a suit filed in the circuit court yesterday. Widow, One Daughter and Four Sons Survive Donation Claim - ! ' Taken Up by Parents. . j Rev. Alvis W. Quinn, 63, who died ; May 3 in Astoria, following an at- j tack of pneumonia, was a member of I an Oregon pioneer family. He was the son of John and Polly Qjiinn of r Marion county, where his parftits had settled on a donation claim after j crossing the plains in 1850. " j In 1877 he married Miss Zerilda E. Kenson of Silverton. and three years later they moved to Wasco county Rev. Alvis W. Quinn, member of Oregon pioneer family, dies at age of 63. and took up a homestead near Dufur. This is 'now known as the Quinn ranch, one of the best-known farms in eastern Oregon. ' In 1900 Rev. Mr. Quinn moved to Dufur, where his wife died. Several years later he married Angle W. Parker. He was an ordained minister and had preached in Dufur and vicin ity for years. Four years ago he moved to Long Beach, Wash. Funeral services were held May 7 from the Christian church in The Dalles, with Rev. Mr. Robinson offi ciating. Interment was in the Odd fellows' cemetery at DufuT. Rev. Mr. Quinn was a charter mem ber of Dufur camp. Woodmen of the World. He was survived by his widow, one daughter, Charlotta Quinn of Port land, and four eons, Fred w., Dan w.. both o Portland. At one of the largest attended meet ings of wool growers ever held in Oakland the sheepmen went on rec ord as unanimously indorsing the marketing plans of the Oregon Wool and Mohair Growers association, and several thousand cheep were signed up at the meeting. Local growers vol unteered to assist in obtaining mem bers for the assoication in their va rious communities. The meeting was addressed by Fred W. Herrin, chairman of the or ganization committee; C. J. Hurd, county agent leader; R. A. Ward, or ganization manager; R. A. Booth, local wool grower, and County Agent Has lett. Messrs. Herrin, Hurd and Ward also held other sheep growers' meetings at Day's Creek, Camas Valley, Tenmile, Elkton and Yoncalla. Fifteen thou sand eheep were signed up on the trip. GIRLS' GLEE CLUB DUE Iniversity of Oregon Singers to Give Concert 'Wednesday. UNIVERSITY OF OREGON. Eu gene, May 14. (Special.) The first appearance of the University Girls' Glee club in Portland will be at the concert to be given by the club at the Heilig theater next Wednesday night. Helen Manning of Portland, last years manager of the glee club. Is assisting in the arrangements. An Interesting programme has been prepared, with both heavy and light selections. A particularly Interesting number will be an original stunt en titled "When the Clock Strikes Twelve." Adv.- A repeal of the excess profits tax and the elimination of surtaxes in the income tax system are urged in res olutions adopted by the executive (.nmmittee of the National Association of Real Estate board at the recent meeting of that body in New iiaven, Conn. The same resolution disapproved any attempt to ameliorate the hous ing situation by means of legislation and went on record urging dealers and others to encourage building and loan associations. The resolutions- follow: "Be it resolved, by the executive committee of the National Association of Real Estate boards, mat we con firm our former position and urge upon the congress the revision of the revenue laws of 1918 by repeal of the excess profits tax; elimination of the surtaxes in the federal individual income tax system, or a reduction thereof so that the maximum rate will not exceed 30 per cent; repeal of the miscellaneous excise taxes, except those on tobacco'and liquors, and en actment of a gross sale or turnover tax at approximately 1 per cent to apply to all sales exceeding 16000 annual turnover. ' , "And be it further resolved. That attempts to effect legislation concern ing the amelioration of the housing situation be and hereby are disap proved, that result being adjudged by this association outside of the field of new laws and considered subject to economic processes. "And be it further resolved. That we urge realtors and qthers actively to foster and encourage building and loai associations and kindred insti tutions by depositing their idle funds therein, and the preachment of thrift by others to become participants in their services and benefits, particu larly to use their assistance in the acquirement of homes for such participants." GUY KELLY TO, GO EAST Committeeman to Attend Session to Name Hays' Successor. TACOMA, WaSh., May 14. (Spe cial.) Guy E. Kelly, republican na tional committeeman from Washing ton, will attend a meeting of the na tional committee in Washington, D. C, June 8. Election of a successor to Will H. Hnys as chairman will be one of the most important matters to be considered. It i rumored that the present officers of the committee will resign, although nothing to this ef fect ever has been made public, Mr. Kelly said. Mr. Kelly said he expected to hear from Elmer Dover of Tacoma, who is at present in the national capital and whose name has been prominently mentioned as likely choice for na tional committeeman. "I don't know what the situation is," Mr. Kelly said. "Mr. Dover is in the race, as far as I know, and I believerthat he is the best man available for the chairman ship." To Tacoma friends Mr. Dover de nied that he was going to Mexico on a confidential mission for Presi dent Harding, as had been announced from Washinp-ton.
