INDIANAPOLIS. Ind.. Dec. 18.
(Special.) Suggestion that the entire
moral force and energy of the Amen
can Legion be thrown at once into
getting a final answer from congress
upon the national adjusted compensa
tion, or bonus programme, now pena
ins at Washington, was received to
day at national headquarters from
George A. White of Portland, Or.,
member of the national executive
committee, and one of the founders of
the legion. The Oregon committee
man asked that a barrage -be laid
down on congress by all the states
and a decision gained before congress
bad a chance to sidestep again.
Charges that organized opposition
to the national compensation law has
been hiding behind a screen of dis
abled soldiers, and that well financed
propaganda bureaus and lobbies have
been able to out-maneuver the ex
service men and women of the coun
try were made in the communication.
"Are we to understand that the men
and women who were in service must
foot the bill?" the letter demanded
after reciting the costs piled on the
government by "extravagance, waste,
cost-plus contracts, bonus payments
to civilian war workers and wartime
profiteers."- .
People Said to Favor Bonn.
The communication surveyed the
history of the- proposed law and pre
sented the proposal as an equity claim
which "the people of America have
shown that they consider just," cit
ing the fact that 12 states, by vote of
the people, bad taken the cost upon
their own shoulders rather than wait
longer for a national action, whicn
was being delayed from time to time
on one pretext or another.
Colonel White's message follows:
"Mr. F. W. Galbraith Jr., National
Commander American Legion, In
dianapolis. Ind.
"Dear Mr. Galbraith:
"Memorandum No. 8, issued by na
tional headquarters oi the American
Legion under date of December 10,
1920, states that 'Insofar as the Ameri
can Legion is concerned, the adjusted
compensation situation is entirely in
the hands of the national legislative
committee, which will meet in Wash
ington this month.'
"Confirming my telegram as na
tional committeeman to you as na
tional commander. I wish to outline
herein my reasons for feeling that the
whole moral force and energy of the
American Legion should be thrown at
this time behind national adjusted
compensation legislation now pending
before congress.
Lonar Delay Recounted.
"At the outset I want to say- that
this same matter has been before con
gress for more than two years and
that the four-fold plan of the Ameri
can Legion has been in the hands of
congress for nearly a year without
any certain or definite progress hav
ing been made clear. While in Wash
ington early in the present year at
tending some of the hearings and dis
cussing the situation generally with
national legislators, members of our
national legislative committee . and
with others, I gained the impression
that every effort would be made by
congress to postpone definite action
vntil after the presidential election
Subsequent developments have tended
to confirm that impression.
"No one who followed the develop
ment of adjusted compensation hear
ings could escape the conclusion that
certain powerful elements in the
country were intensely opposed to
fcuch legislation. Evidence of the
energy of those interests opposed to
this equity claim of the ex-service
men and women is found abundantly.
The well-financed organization that
attempted to place anti-bonus clubs
in every county in America is only
one phase of that opposition. The
propaganda publicity bureau main
tained in New York, and which un
dertook to have printed in the news
papers of the country articles show
ing that the bonus would interfere
witn proper care of the disabled men,
was another manifestation.
Subterfuge Is Charged.
"As I have observed the tactics of
the opposition, it has set out in the
masquerade of a friend of the dis
abled when, iu fact, it was only using
the disabled as a screen, a subterfuge.
For in studying the names of those
men who now ostensibly champion
the cause of the disabled one must
wonder where they were in the early
summer of 1919, when the neglect of
the country's disabled bad become a
national scandal a scandal which
was investigated, disclosed and recti
fied by the American legion through
its national headquarters then exist
ing in New lork.
."It is a curious fact, and one which
I think worthy of setting down, that
the leader in anti-bonus activity to
day, when called upon to assist in
our problems in 1919 when they were
acute, replied curtly that he was too
busy. This is not hearsay.
"As to the justice of the four-fold
adjusted compensation plan, there is
no need for detailed comment. It is
simply the presentation to congress
of an equity claim. The best exposi
tion of the subject I have heard is
one comparing the country in war to
a partnership. The national firm was
threatened by destruction. Some four
millions of the partners were sent
into cantonments or overseas in the
interest of saving the firm, while the
remaining 105,000.000 remained on the
job at home. Both combined to save
the country and it could not have
been saved without the sacrifices
and united energy of all.

"But the firm members at home
were on a full profit-sharing basis.
The members of the firm who went
into cantonments and foreign trenches
were put on a drawing account of
$30 a month. They now ask a slight
adjustment, based not upon greed, j
but upon necessity. Had capital and :
labor been drafted in the same man
ner that men were drafted this situa
tion would not now exist.
"Certain influential members of
congress, we are now. told, say that
the state of the treasury is such that
the country cannot pay the bill. Is
the country to understand that Amer
ica was so near the end -f its re
sources at the end of the war that
another two months of war would
have thrown us into bankruptcy,
which would have meant surrender?
"And if the extravagance, waste (
and expenditure of billions in cost
plus contracts, lonus payments to
civilian war workers and war-time
profiteers has thrown a heavy bur
den upon the government, are we to
understand that the men and women
who were in the service must foot
the bill?
Twelve State Take Action. .' .
"Regardless of the utterances of
the secretary of the treasury, of cer
tain members of congress and of the
anti-bonus agitators, I believe the
people of America think the service
men have a just claim in equity based
upon length of service. Is this not
proved by the action of 12 states in
providing state bonus legislation lor
their soldiers? This was accomplished
by vote of the people, who evidently
were willing to take "the cost upon
themselves rather than wait longer
for a national action that Is Deing
delayed from time to time on one
pretext and another.
"No doubt those who oppose na
tional Davment based on levies on
stock transactions, excess war profits
and luxuries have no opposition to
the bill being paid by the taxpayers
of the whole nation through the
various states. At least there has
been no evidence of their hostility
in this direction, which possibly is
explained by the fact that they have
no immediate Interest at staKe.
I'nlled' Action Urged.
"Finallv. I have never been con
vinced that the American Legion has
pressed this claim with the fullest
energy of which it is capable. And
now that the organization Is cohesive
and well co-ordinated in ite various
departments, and since the last na
tional convention at Cleveland
adopted the four-fold plan, the whole
moral force and energy of the organ
ization ought to be thrown into the
situation with the end in view of
gaining a definite decision at this
ime. It is not an American nn

the bonus imposes upon us a greater
responsibility in representing those
others who are eligible. As for those
who honestly oppose the bonus,, and
there are many of them, they must
yield to the majority voice. Those
who do not wish to receive adjusted
compensation, and they are ordinarily

plish that end simply by making no

day; Commons Accepts Gov
ernment Proposal.
iivnnx. Dec. 18. When the
amended Irish home rule bill reached
the house of commons trom me nouae
of lords today, it was. announced by
Sir Samuel Laming Worth in gton-
Evans, for the ministry, mat ine gov
ernment acceptea ine iiiupvoai
by the upper house regarding the
Irish counsel. This removed the only
nutetanriini? difference between the
houses and indicated the speedy adop
tion of the bill.
The lower house today amended the
lords'" proposal that if either area in
Ireland refused to set up a parlia
ment the executive could not make
the offer a second time unless within
two years both houses adopted a reso
lution asking for It. On motion of
the government the house passed an
amendment by a vote of 175 to 12,
making the time limit three years
after June 1.
The bill this afternoon was re
turned to the lords, who will consider
it Monday.
The premier declared Sir Hamar
Greenwood, chief secretary for Ire
land, had achieved remarkable suc
cess in the direction of restoring
order in Ireland and there was a
greater desire to try the experiment
of constitutionalism in Ireland again.
WEXFORD, Ireland, Dec. 18. The
barracks at Foulkesmill, County
Wexford, was attacked early today
with bombs and rifle fire by 70 men
in three motor cars. A 25-minute
battle resulted.
NEW YORK, Dec. IS. Eamonn de
Valera, "president of the Irish re
public," will come out of retirement
Christmas day In New York City, ac
cording to bis secretary, who re
cently denied reports that De Valera
had left for Great Britain.

Approach Near Completion.
KELSO, Wash., Dec. 18. (Special.)
R. L. Ray, who had the contract for
grading the north approach to the
Pacific highway, within the Kelso
city limits, will complete his work
this week. This approach will be a
great improvement over the old route.
