At a time when the long-standing
national need for more and better
highways is being substantially met
by legislative appropriations in the
hundred - million - dollar figures, it
seems appropriate to ask the ques
tion: "What has made this huge ex
penditure possible and in what terms
will the dividends from the invest
ment be expressed?" It seems ap
propriate further to consider what is
the basic idea behind this expenditure
who pays for these highways, for
what purpose are they built, and who
benefits by them?
Two classes of motor vehicles uso
our highways, the motor truck and
the passenger car. About 6 per cent
of the people in the United States own
passenger cars, yet through the
medium of the motor truck every
person in the country is directly bene
fited by the money that is spent for
building highways. As a matter of
fact, if the 7,000,000 people who own
passenger cars were the only ones to
derivo benefit from the road, our
government would scarcely be justi
ficd in spending for this purpose
money which comes from the entire
115.000,000. But since practically
every article that i9 consumed or
used by everyone in this country
makes some part of its journey from
producer to consumer in motor trucks,
the entire population receives a direct
return in the form of lower living
costs, from the improvement in trans
portation which motor trucks and
good roads make possible.
Adequate transportation is essential
to general welfare and prosperity,
and as conditions exist in the United
States today, adequate transportation
is impossible, without the use of the
motor truck. For example, suppose
every motor truck in the country was
suddenly put out of use. It would
cause a parlaysis of the railroads
through inability to clear terminals
It would mean the cessation of prac
tically all building operations through
lack of materials; it would stop prac
tically all passenger automobile op
eration as almost all gasoline and oi
is transported to retail filling sta
tions in motor trucks: it would tie up
retail business in large cities to near
ly a standstill and countless other
situations equally serious would re
suit. It is a fact that the average
person does not realize how dependent
he is upon motor transportation.
Uood roads must be built if th
country is to profit to the largest ex
tent by the economic advantages of
the motor truck, and if we are to
have good roads then road financing
must be placed on a sound economic:
basis. It is quite natural that th
task of collecting and disbursing
funds for supplying good roads shoul
be undertaken by the government i
behalf of the people, since it is a na
tional proposition and since there is
r,o other agency large enough to nan
die the problem efficiently. It is
business arrangement, pure and stm
pie the original investment come
from the people of the country as
whole, while the upkeeo and main
tenance of the roads is paid for by
the vehicles that use them In accord
ance' with the amount of road wear
each causes The latter is, of course,
a just arrangement under any condi
tions, yet the former, the investment
on the part of the entire population
of the country, is only justified
through the use of the motor truck
which gives each investor a return on
his investment. In fict it is only
through the increasing use of motor
trucks that an enlarged road building
programme has been justified and
consequently been made possible.
Aluminum Pistons.
Thousands of cars of today are
fitted with aluminum pistons and in
many of them the fitting of these
parts is incorrect, causing the owner
to form the opinion that aluminum is
unsatisfactory as a piston material.
This is an erroneous idea, as alumi-
um pistons when properly fitted give
much better results than Iron ones.
One of the common troubles with
aluminum pistons is a slapping which
occurs when the engine is first start
ed and continues until it is warmed
up. To cure this some owners em
ploy a heavier oil. but the trouble
with this plan is that the heavy lubri
cant is not of the body' that gives
satisfactory results after the engine
has warmed up thoroughly.
Here's a -Real Gas Eater.
Here's an item for the motor car
owner who squeezes 20 or more miles
from every gallon of gasoline. .The
giant dirigible airship, R38, which is
nearing completion for the United
States navy, is a runabout whose gas
oline bill amounts to just short of
S50 an hour. The big ballon, which
will be flown across the Atlantic in
the early spring, is to carry 32 tons
of fuel, and still have 13 tons lift
available for freight and passengers.
It s cruising radius is 6000 miles at
a speed of 60 miles an hour. The ma
chine will consume 130 gallons of gas-
oline an hour and average a thid of
a mile to the gallon. -

Rear Axle Oil Leakage:
The first step in determining the
cause of oil leakage onto the brake
bands Is to see whether or not the
level of oil in the differential housin
is correct. There need be no more oil
than is necessary to give the ring a
gear dip of about an inch. If, how
ever, there is much more than this
amount of lubricant, the excess will
work Its way back to the brake bands
and cause slipping. Sometimes, of
course, the leakage is due to worn
washers In the tube ends.

for several months studying automo-
lve construction at the Mitchell mo
tors plant in Racine, Wis., this being
the line his firm sells in Holland.'
"Our group of garages is so well
arranged and practical in operation
that I believe you good people in the
United States will be interested in a
brief description." continues Mr. Van
der Stempel.
' Between' the very attractive show
windows is a driveway that leads to a
spacious paived courtyard. This is
directly in the rear of the showrooms
and comprises a remarkable arrange
ment of more than 60 easily accessi
ble fireproof garages, constructed of
brick, each seperateck from its neigh
bor by concrete walls. Every owner
has his- individual key that unlocks a
small compartment in front, from
which is released a handle that very
easily rolls. up. a fireproof steel shut
ter giving full-width opening to the
garage. Each garage contains two
lockers, a specially made tire rack
and a table. . Besides a skylight, each
has eJectricity and is steam heated.
'There is a water faucet at every
second garage door. The monthly
rental of these garages is 40 gulders,
equivalent to about 913 in United
States gold, for which is guaranteed
at least one washing of the car a week
and twice when time permits.
'In the main building there are
lounging rooms for customers, as well
as several rooms for the comfort of
chauffeurs. Above the showrooms are
apartments. The cool and dark base
ment of the main building is used for
tire storage, unique racks being em
ployed, over each of which is a small
shelf for boxes of inner tubes that
properly belong to the tires on that
particular rack.
"For those who do not have home
garages, particularly residents of the
medium and larger size cities In the
United States, this community idea
should appeal, as it gives car owners
a sense of security in having their
own individual fireproof garage,
rather than storing their cars on a
floor with many others, which prac
tice so frequently leads; to damaged
fenders and tires and other accidents
caused by carelessness and where it
is hard to fix the blame."
Insulation Repair.
When on the road it is found that
wiring insulation is broken, with all
its attendant troubles, the Injured in
sulation may be quickly and easily
repaired by using a small quantity
of the tar which is to be found' on
top of the battery. Melt the tar, and
while it is hot spread it over the
break in the insulation and cover the
whole job with a piece of cloth. Of
course, if electrician's tape is at hand
this may be used to repair the break
indeed, this is precisely the sort of
service for which the tape is in
tended. ,
Kitting Pitted Varies.
The owner who does his own work
on the car will find that valves which
are pitted may be easily and quickly
refitted by having a local garage 'or
machine shop cut a new lace, the lat
ter. being us-edi for this purpose. This
is a matter of a scant five minutes'
work, whereas grinding in until the
face is clear may means hours of tir
ing work. Of course, the newly cut
valve will have to be ground to its
seat, but this is not a formidable
task. w

Recent Low Ebb Passed and for

AKROX, O., Nov. 20. Akron's larger
rubber tire concerns are rounding: out
the bissest and most successful year
In their history despite the transitory
slump in the tire business, as indi
cated by sales reports of the Good
year, Goodrich, Firestone and Miller
companies, the 'Big Four of the tire
industry, issued as of October 31.
Goodyear surpasses all others with
sales for the fiscal year ended Oc
tober 31, aggregating over $205,000,
000, as compared to $167,000,000 last
year. Firestone, with sales of $75,
000.000 two years ago and $91,000,000
last year, reports that its fiscal year
just ended1 will show sales in excess
of $103,000,000. The Miller Tire &
Rubber company, its officers an
nounce, has had greater sales during
the last 10 months of the current year
than du-rinsr the entire year of 1919.
Last year's sales were $28.116,588.,
Sales so far this year are $27,440,743.
The company expects its aggregate
business up to January 1 to exceed
$31,000,000. j
The B. F Goodrich company, con- I
forming to its policy of not announc
ing sales by months or periods, al-
though giving no definite, figures in
dicates that its business so far this
year is far in excess of its 1919 record
of $143,000,000.
These announcements, tire company
officials state, should tend to offset
unfortunate rumors spread broadcast
that retrenchment in the tire industry
has caused Akron to slip and that
Akron's rubber companies are on the
verge of shutdown. The low ebb of
the tire slump has 'been passed, tire
experts say, and business is picking
up. Outlook for the future is far
more optimistic than at any time dur
Ingthe past two months, and all man
ufacturers are laying plans to resume
production on a normal basis soon
after the first of the year.
Special Tax Levies to Be Voted On.
EUGENE, Or., Nov. 20. (Special.)
Forty road districts of Lane county
have filed legal notice in the office
of County Clerk Bryson that special
tax levies for road building purposes
will be voted upon this fall, most ef
the special elections having been
called for November 27. The proposed
levies are from 2 to 1 0 mills each.
