YAQUI INDIANS PACIFIED Land Restored, Food, Clothing nd Farm Materials Supplied. NOG ALES, Ariz., Sept. 11. Recent pacification of the warlike Taqul Indians of the Mexican state of Sonora has allowed the state authori ties to turn from one of their worst problems to new tasks of developing irrigation projects and providing homes and crops, Governor Flavlo A. Berquez of Sonora recently told the Associated Press. "Pacifying the Taqui Indians solves the greatest problem Sonora has had to meet," he said. "These Indians' have been a thorn in the side of the Sonora and the Mexican governments for 88 years. The trouble dates back to the old Spanish days when the land which the Indians rightfully claimed was theirs was taken from them. "We have finally succeed-ed In satisfying them by restoring the lands to them and providing them witn food, clothing and materials for farm ing. This was accomplished through the efforts of President de la Huerta. Secretary of War Calles and myself. "Taqul chiefs recently conferred with me here and assured me that the Indians are completely pacified and ready to settle down and grow crops on reservation lands we have provided for them. The government has set aside between 20,000 and 30,000 acres of the finest land In the famous Taqui valley for their use as a reservation. "Many of the ancient irrigation ditches have been rebuilt by t'he gov ernment ao the Indians can have water. New ditches have been opened and more will be built with federal and state funds. "Eventually we hope to Irrigate more than a million acres of land. The project will cost not less than $10,000,000 and will require three or four years to complete. The first step in the work will be construction of a great dam to hold the waters of the Sonora river. Long term loans are expected to finance the plan. "Irrigation is the basis of Sonora's welfare. Water only is needed to re claim vast areas of Sonora land which is as rich as the Nile bottoms and as good and even better than the famous Imperial valley. "School are as vital to the welfare of Sonora as water and we are making extensive plana for school extension. Included in our new budget is $2,500,000 for schools. "The new era has dawned In Mexico and especially In Sonora. The gov ernment of the state is on a business basis and we will welcome the world to the state to help us in our rebuilding." Berlin Averages More Than One Killing' Daily and Courts Are Declared Overworked. (Copyright by the New Tork World. Pub lished by Arrangement.) BERLIN, Sept. 10. (Special.) Germany's record-breaking crime wave continues to develop out rages of the shrangest and most gruesome character. High police offi cials admit that in the last two months all previous murder records have been broken. Berlin averages more than one murder a day and sometimes two or three a day. The eurious feature of the continu ously increasing criminality, which is true not only of Berlin, but of 75 other large cities and provinces as well, Is that the criminal courts and judicial and public prosecuting au thorities are so overburdened with work that parliament is debating ways and means of providing relief for the overburdened courts and pros ecuting authorities. Another Interesting sidelight en life in Germany is shown by the case of a forger who nicked a Berlin bank out of 500,000 marks (normally 3300,000) and was found guilty, but the court meted out only mild pun ishment to him, owing to mitigating circumstances based on the expert testimony of court alienists, who pro nounced the convicted forger "a prod-J uct of current conditions in which ethics and morality have gone to pieces." Contrasted with the burdens of a national debt seven times that of 1914 and -taxes more than four times as great are the hopeful possibilities of rapidly improving export trade, the acquisition of the potash, iron and steel industries of Alsace-Lorraine and th gradual development of France's water power possibilities. The new source of electric power is estimated at 9,000,000 horsepower, of which 750,000 horsepower have been utilized and an additional 850.000 horsepower will be producing during the coming year.
