XASHVILLE. Tenn., Aug. 21. Al
though Tennessee's ratification of suf
frage stood on the record of the house
tonight as finally confirmed, a snarl
of legal and legislative technicalities
remained to be disposed of before
action can be certified.
Suffrage supporters who in the
house overcame every obstacle,
claimed full legislative triumph. They
declared only a temporary injunction
obtained by the antis prevented im
mediate certification to Secretary
Colby. Speaker Walker, opposition
leader, and scores of his lieutenants,
said the suffragists had ruined their
cause and that should the courts hold
ratification legal, the litigation would
so delay the decision that the amend
ment would not figure in the Novem
ber election unless some other state
ratified.
25 Lrgtnlators Evade Call.
Meanwhile 25 legislators opposed
to suffrage were in Decatur, Ala.,
evading service to prevent any legis
lative action until a new legislature
Is elected in November. They hurried
across the state line in a body early
today.
The restraining order, .granted by
Judge Langford, was returnable in
five days. It was Issued on applica
tion contending that under the state
constitution this legislature has no
power to pass on suffrage. Governor
Roberts and other officials were for
bidden to certify to Washington that
ratification had been completed and
speakers of the senate and house re
strained from taking action toward
ratification until the matter is heard
by the court.
Quorum Lacking? In House.
When the house met today all suf
fragists and a few opposition members
were on hand. A rollcall showed 59
present, or seven short of a quorum.
Speaker Walker declared a recess
and ordered the sergeant at arms to
arrest absentees. ' He reported none
appeared to be here.

er, declaring action on suffrage was a
federal matter and that the state laws
as regards a quorum did not apply.

Walker requested him to put the mo
tion in writing.
A brief recess followed while Rid
dick was transcribing his motion and
in the meantime the injunction pro
hibiting certification was served on
the speaker.
Motion Finally Offered.
Riddick finally offered the motion
amended to provide that the house
reconsider its ratification.
Walker ruled the motion out of or
der for lack of a quorum, and added
-that the Injunction just served also
stood in the way. On an appeal the
house failed to sustain the ruling and
Walker called Representative Joe
Odle, suffragist, to the chair.
Odie ordered a rollcall on Riddick's
motion. Walker made a point of or'
der that there was no quorum, but
was ignored, and the suffragists
defeated the motion to reconsider,
, 50 to 9. Riddick then moved that
the house transmit to the senate
the senate joint resolution of ratifi
cation. Again Walker made a point
of no quorum and also challenged
the right of the speaker pro tern, to
put any motion relating to the
amendment in view of the injunction.
Again Odle ignored Walker, ordered
the rollcall and the motion carried,
50 to 0, the antis not voting. Ad
journment until Monday was taken
Action Declared Illegal.
Anti-suffrage leaders declared that
the procedure could not be legal.
Speaker Walker said that on that
precedent he would be within his
rights if he organized an automobile
party of the bolting antis at Decatur,
re-crossed into Tennessee and declar
ing the five or six members a quorum.

Rufus C. Young.
Rufus C. Young, 19-year-old
son of Mr. and Mrs. R. C. Young,
181 Green avenue, recently re
ceived an appointment to the
United States naval academy
at Annapolis and left last Sun
day to take up his work at the
academy.
Rufus is a graduate of the
Lincoln high school and was
also a popular member of the
Portland Rowing club. He had
two brothers in service in
- France rduring the recent war
and a 'Sister who took part in
reconstruction aid work at Fort
Des Moines. la.

the forthcoming surgeons' clinical
meeting to be held in Portland, Sep
tember 10 and 11.
Dr. Haggard is a member of the
board of regents of the college, and
will deliver the oration on surgery.
Dr. Haggard's contributions to sur
gical literature have made him
recognized authority.
Dr. Martin was in Portland several
months" ago, on the occasion of his
return from a tour of the pincipal
cities of South America with Dr. W. J.
Mayo. On that occasion, plans were
aid to hold a clinical surgical meet
ing by the Oregon fellows of the col
lege in September. The general meet
ing this year will be held in Mon
treal in October.

Stranger Attempting to Lure Little
Girl Frightened Away.
OREGON CITY. Or., Aug. 21. (Spe
cial.) Timely arrival of -Jennings
Lodge citizens this afternoon perhaps
saved little Margaret Pooler from
harm at the hanatj of a well-dressed
man -who was trying to entice her
away.
According to the girl, the man ac
costed her near the interurban sta
tion and ordered her to follow him.
She began to cry and the man threat
ened to kill her if she did not keep
quiet. Then she screamed and aroused
nearby residents.
The man became frightened and the
first arrivals on the scene caught a
glimpse of him as he disappeared in
the woods. The sheriffs office was
notified and Deputy Long ami others
made a thorough search of the neigh
borhood, but without result. -
Woman Fined $60.
Mrs. Tala Zupunski, 95 Morris
street, who was arrested by Sergeant
Wade and Patrolman Bernard in a
raid Friday night and was charged
with having liquor in her possession,
was fined $60 yesterday by Municipal
Judge Rossman. The policemen re
ported finding 17 pints of liquor.
