Profiteering has reached its apex as "a fine art throughout central and western Siberia, where no speculator is satisfied with less than 100 per cent profit and often gouges as much as 1000 per cent out of his hapless cus tomers, according to stories coming in here. These traders, many of them smug glers, who. taking advantage of the shortage of everything except the products of the country, the unstable value of the ruble and the difficulties of transportation, contrive to get . through with a few pairs of shoes, par. ticularly ladies' shoes, a few -bolts of ilk or dress goods, a few cases of tinned fruits, or. in fact, any foreign made product whatsoever, reap rich harvests. Re fore a regular express service was inaugurated the many special trains coming up from Vladivostok and Harbin were the targets of the specu lators. By connivance with the por ters and unknown to the other occu pants, nearly every special brought in its complement of merchandise stowed away under berths and in obscure corners, to bo handed over upon ar rival at some designated point. Seventeen of the crew of the British steamship War Magpie, bound for Rus sia with stores, stole 400 bottles of whisky, brandy and port from the ves set's hold while she was at anchor in the Mersey, says a Liverpool dispatch to the Daily News. In their drunken orgy the sailors threw, bombs about, en dangering the War Magpie and other shipping. In police court today the men were charged with theft and the story of their amasing escapade was told. It was testified that there was petrol aboard the War Magpie. Involving great danger of that ships being blown up with others in the port. All of the party, ex cept the ship's boy, were incapable of working. The boatswain was sentenced to four months at hard labor and the 16 others to three months. - 1 Established IMS. ' CAMPANILE TO COME DOWN Stones to Be Removed One by One, Ready for Restoration. The beautiful campanile of the Cambral cathedral, with one of Its corner, col umns badly breached by, shells con demned to destruction by the engineer ing corns of the army as a menace to public safety, was to have been brought down yesterday ry aynamne. It was saved from immediate destruc tion by an eleventh hour intervention on the part of friends of art. The campanile will be taken down stone by stone, the material being classified and laid aside to be put in place again when the cathedral is restored. GERMANS TO PAY LOSSES National Assembly Proposes to Re imburse for Revolution. WEIMAR, Aug. 17. The national as sembly has received a bill covering re imbursement for personal Injury or property losses, incurred since the revo lution. It provides that those who have suffered losses, injury and death have a right to recover from the government Money claims are limited in the measure to amounts necessary to re place damaged property to actual ex penses in cae of personal injury and to grants for loss of labor and for death. The national government, the state and the community are each to bear one-third of the costs. GERMAN PRICES STAY HIGH Conditions Adjust Themselves as Re sult of Lifting of Blockade. COBLENZ. Aug. 13.
