OKANOGAN, Wash.. June 7. (Spe
cial.) The attempt of Douglas JL
Storrs to escape prosection when he
offered in court to Marry Ruth Garri
son, the murderer of his wife, was
blocked by the Judge. John S. Jurey.
Judge Jurey ruled, that he lelt he had
no jurisdiction, to permit the acceptance
of the offer and that, under the cir
cumstances of the case, eve though he
had Jurisdiction, ho would deny the
motion- for a suspension of the case
pending the ability of the parties to
carry out the offer. The argument of
counsel was in the presence of the jury
and Miss Garrison sat upon the witness
stand during all the remarks.
The offer was made after Storrs at
torney had called attention of the court
to the fact that proceedings against a
person who is charged with seduction
the charge against Storrs could be de
fended by the marriage of the parties
involved. He asked for a continuance
of the case until the offer could Toe
carried out.
Mental Responsibility Required
An hour and a half was spent in ar
gument. Attorney Hilen asked to in
troduce in evidence documents showing
the history of the Seattle case and tn
verdict of the jury finding Miss Gar
rison mentally irresonpsivle and the
commitment to the insane ward at the
state penitentiary. Mr. Hilen argued
that, under the statutes, no offer or
marriage could be made in good faith
until Miss Garrison had been deter
mined by a competent body to be men
tally responsible.
Attorney Smith called the attention
of the court to the original plea in the
Garrison trial which stated that - the
girl had regained her mental ref pon
sibility. This plea was not urged, how
ever, at the trial, but her attorney
asked the jury to find that she war.

Marriage Offer Blocked.
Attorney Hilen, who is appearing for
Miss Garrison and also as special pros
ecuting attorney, said: "It is for the
good of Ruth Garrison and for the good
of her family that the state objects
to any ceremony now or at any time
in the future between Ruth Garrison
and Dudley M. Storrs. ,
"We object on fche legal ground that
she is not mentally competent. As
proof I call the court's attention to
the verdict in the murder trial at
Seattle, on May 9 when this girl was
adjudged mentally irresponsible and
ordered taken to the state ward for
criminals at the Walla Walla peniten
tiary." ,
The father of the murdered Mrs.
Storrs. K. B. Glatz, identified letters
written by Storrs to his wife and let
ters from the wife to Storrs. Prose
cuting Attorney Gresham. in introduc
ing the letters, said: "While Storrs
was living here in Okanogan with Ruth
Garrison in violation of the law of God
and man he was writing lying letters
to the trustful wife at home in Seattle.
While he was here living with Ruth
Garrison he wrote to his wife telling
her that he was counting for her pres
ence and all the time he was basking

Gresham read to the jury two let
ters from Ruth to Storrs, to Ruth and
her reply. In one love letter Storrs
referred to himself as a "ruffneck me
chanic." Ruth's letter in reply called
him. "the most wonderful man in the
world." 1
Charles H. Kilden, proprietor of the
Hotel Bureau, told how Storrs and
Kuth Garrison posed as man and wife
during their stay in his hotel, and iden
tified the register on which Storrs reg
istered Ruth as his wife on February
7 last.
II. N. Wallace, Great Northern agent
here, identified several telegrams that
l"ssed between Storrs and the girl.
They were intended to prove the girl's
eagerness to be with him in Okanogan.
IRRIGATION PLANS PUSHED
Five-Mile Rapids Project In Wash
ington Fayorably Reported.
PASCO, Wash., June 7. (Special.)
At the luncheon of the chamber of com
merce Thursday the committee which
attended the recent conference at
Walla Walla, regarding the Five-Mile
Rapids irrigation project, reported that
government engineers and other ex
perts reported favorably on the project
and expressed intention to recommend
passage of the bill now before congress
providing for an appropriation of
$15,000 for the preliminary survey.

present, presented the plans of the
Liberty Bell Co-operative association,
organized to stimulate the bee Industry
and interest in the enterprise. A com
mittee was appointed to go Into the
details of the plan and the chamber
probably will take some action looking
to the support of the proposition.

The unanimous decision of the
judges, who were members of - the
faculty, gives the Beta team a 4-to-0
lead over their women rivals. It will
take a unanimous decision for Hen
dricks in the debate next Monday to
prevent the men from walking off wii
the season's trophy, the cup offered by
Tau Kappa Alpha, debating fraternity,
to the intramural champions each year.
The Hendricks Hall affirmative team
is made up of Elaine Cooper and
Wanda Daggett, both of Portland, and
the Betas' negative speakers are Cur
tiss Peterson of Eugene, and Eugene
Kelty of Portland.

While a visitor in Portland yesterday.
County Superintendent E. R. Curfman
of Sherman, county announced that he
will resign his position to become head
of the schools of lone, in Morrow coun
ty. Mr. Curfman is visiting Portland
and towns of the Willamette valley
in search of competent teachers. The
demand for experienced teachers is
much greater than the supply in Sher
man and Morrow counties, he said,
though high wages are now being of
fered. He believes the salaries have
been lifted higher than elsewhere in
the state and declared that "if other
schools are going to hold their teach
ers they will have to pay the price."
Adna Bridge Approved.
CENTRALIA. Wash., June 7. (Spe
cial.) The government has approved
the plans for the construction of a new
bridge on the Ocean Beach highway
over the Cowlitz river at Adna, according-
to State Highway Commissioner
Allen, who passed through Lewis
county Thursday with Governor Hart,
Auditor Clausen and other state offi
cials on a trip of inspection over the
highway to Pacific and Wahkiakum
counties. The government will pay half
the cost of the bridge, effecting a sav
ing of about $17,000 to the taxpayers
of the county.
Oil Tools Reach Aberdeen.
ABERDEEN. Wash.. June. 7. (Spe
cial.) A flatcar loaded with oil drill
ing equipment has arrived at Moclips
for the Standard Oil company. The
arrival of this machinery for the oil
derrick makes possible an early start
of drilling operations by the Standard
company.
The machinery now here consists of
drums, bits, cable, bailers and other
tools.
Albany Boy Crosses Ocean 22 Times.
ALBANY, Or.. June 7. (Special.)
Frank T. Wrightman Jr.. son of F. J.
Wrightman, who resides five miles
north of Albany, crossed the Atlantic
ocean. 23- times while he was in the
naval service, from which he returned
yesterday. He w,as in the navy 19
months and served on four different
vessels, the Siboney, President Grant,
Freida and H. L. Pratt.
WOMEN DEBATERS BEATEN
Contest for Championship at 'Uni
versity Is Tomorrow.
UNIVERSITY OF OREGON, Eugene,
June 7. (Special.) The affirmative
debating team of Beta Theta Pi fra
ternity yesterday afternoon defeated
the negative team of Hendricks Hall in
the first half of a dual contest for the
doughnut league championship of the
university. The Betas' negative and
the Hendricks affirmative team will

war, has been granted a pension of

Dr. McCown Back From the War.
COVE, Or., June 7. (Special.) Cap
tain A. C. McGown, Cove's popular
physician, who was in the hospital unit
in the old Third Oregon, returned to
Cove this week with his wife and baby
girl, Betty Jean. Dr. and Mrs. McCown
are the guests of Mr. and Mrs. Hugh

Mysterious Shooting Investigated.
CASTLE ROCK. Wash.. June 7.
(Special.) Sheriff HOBgatt was in
town this week in response to a report
that tourists had been shot at by some
one In the woods near Tower. L. C
Cooper's pipe was shot from his mouth
a few weeks aso. It Is thought that
some half-breed has prone daft and If
trying his skill at the William Tell act.

infantry, arrived from overseas and
was discharged at Camp Lewis. H
was in a number of battles, two at
Apermont and the drive in the Ariaronno,
beginning September 26, when the bat
talion was ordered to the front. The
squadron in which Dunston was in lot
all of its men but one and he was the
one. Another came back but was
wounded.
