Positive recognition of tha automo
bile aa a public utility has come from
the Federal tiovernrnent In an official
bulletin Issued by the fuel administra
tion. This waa the order specifically ex
empting garages and service stations
from the ruling of January 17 requiring
the observance of what were generally
ailed the heatleas Mondays." It up
held the view that the automobile Is a
form of transportation of great value
to the country la war time and as such
snest be kept in running order.
In response to inquiries from motor
ists and automobile dealers all over the
country the fuel administration issued
the following bulletin:
"There Is nothing In the order of
January 17 to prevent the operation of
automobiles, motor vehicles of all
classes being considered aa coming un
der the head of public utilities. "
-This Is exactly the status which
enlightened manufacturers, dealers and
owners have been claiming for the mo
tor car for some time." said C. R. Nor
ton, general sales manager of the Pack
ard Motor Car Company, commenting
on the bulletin. -A contrary view ob
tained right up to the time when In
creased freights and Winter's severity
tied up the railway transportation sys
tem Into a hard knot. Then the gen
eral public discovered how necessary
motor transportation is.

about 10 per cent water. In color It Is
a creamy white. It Is solidified or
coagulated by acetlo acid, the action

tra, tha latex la collected from the trees
each morning and noured Into a large
vat. In the evening acetlo acid Is add
ed and the latex allowed to stand over
night. By morning the rubber parti
cles have separated from the water and
are ready to be transformed Into large
rubber sheets.
Franklin? Triples Froductlon.
To triple the production rate within
a rear's time has been the task of the
Franklin Automobile Company. Syra
cuse. N. T. The year 1117 has been the
greatest la the cavnpany'e history. The
peak of production was reached the
week of October 1. when 294 cars were
turned out. an average of almost S4 cars
per day for tha nve and a half working
days of the week.

The Oregon State Motor Association
has instituted a campaign for new
members. For the next few weeks, by
special action of the board of directors,
initiation fees will be remitted and
new members will be accepted upon
payment of f 11 for all dues to January
1. 1919. This -Includes a membership
In the American Automobile Assocla
tlon.
This alone la a valuable asset for
any person who does mucn touring.

he happens to Inquire.
The Oregon State Motor Association
is adopting a far more liberal policy
than Is in vogue in most automobile
clubs In furnishing road information to
non-members. President Frank K.
Watklns and the directors of the club
agree with the directors of the Auto
Club 3f Los Angeles that it Is a better
policy to give the non-member the in
formation sought, and at the same time
explain to him that the only way this
Information can be compiled and the
service continued is by tha support
of the members.
Members of, the Oregon State Motor
Association have a distinct advantage
over non-members. In that the member
ship card is accepted by the police in
ieu of bail in case tha bolder is ar
rested for any violation of the traffic
regulations.
'The police officer within the city of
Portland making arrest of holder of
this card for violation of the automobile
speed and traffic regulations," reads a
notice on the back of the card, signed
by Chief of Police Johnson, "will re
tain this card and immediately release
the party. The arrested party will not
be brought to the station.
Two principal reasons for tha new
membership campaign by the Oregon
State Motor Association are, first, to
obtain funds to cover the cost of fur
nishing' road maps, touring data and
the placing of road signs, and second,
to bring the membership up to a point
whereby, through concerted effort, the
next Legislature will have to listen to
the demand of the motorist for fairer
treatment. The legislative committee
f the club is already working on
programme for laws to protect the mo
torist that will be introduced at the
next Legislature, ... ( .,
CAMPIXG SITES TO BE BUILT
Chehalls Prepares to Provide Com
forts for Automobile Tourists.
CHEHALIS, Wash., March . (Spe
cial.) At as early date as is practicable
work will begin on the automobile
park which Chehalls people expect to
Install for the purpose of affording free
camping sites at this place for tourists
and others who pass this way over the
Pacifio Highway or the National Park
Highway, this city being; the cross
roads for both of these great highways.
In the eastern part of the city, at
Twelfth street, there Is a natural grove
sufficient In slxe to be made into a
fine camplnir ground. It lies directly
along the Pacific Highway, with the
main pipeline of Chehalls" splendid
gravity water system close at hand.
It Is planned to build a good roadway
Into this park from the highway,-erect
tables and concrete stoves, toilet ac
commodations and other conveniences,
and make it not only one of the most
attractive camping: points on the Pa
cific Hlgrhway. but a beauty spot as
welL The property belongs to the city
and funds are available for the purpose
named.
In the western part of the city, on
the National Park Highway leading to
ward Raymond and South Bend. Che
halls also expects to put in another
camping ground, with" bathing in the
Chehalls River aa a possible added at
traction. Concrete bath houses will be
built and water from the city system
