Many of the Russian officers would

beth Gulstorf. held here as a suspect
German agent. Is not "Madame Jl.f the
mysterious woman chief operative In
this country of the German secret
service. It waa announced definitely
late today by a member of the United
States Army Intelligence Bureau In
vestigating Mrs. Gulktorfa activities.
Search for a- handbag which tha po
lice said Mrs. Gulstorf, arrested early
yesterday with alleged seditious letters
In her possession, and held as a sus
pected German agent, carried when she
was first seen here, was begun today I
by the police.
Federal officers were expected to
arrive today from Fresno to begin In
vestigation of Mrs. Gulstorf. If she
holds to her story that she stopped at
four 'different ranch houses while on
her way here from her home In Santa
Crux, It Is probable thai she will be
taken by tha Federal authorities over
the route she traversed and ask-ed to
point out the houses. The occupants
will be asked to Identify her.
Mrs. Gulstorf was apprehended yes
terday after she had been seen loiter
ing around tbe poetofflce here for two
hours. The police said they found two
seditious letters In her possession.
AUSTRIAN TO BE INTERNED

to Fort Oglethorpe.
CINCINNATI. Jan. IX. Dr. Ernest
Kunwald, former director of the On
clnnatl Symphony Orchestra, was en
route tonight to Fort Oglethorpe. G

Thomaa soldiers for Internment during

second time the orchestra director haa
been ordered Interned. Several weeks

agents and taken to the Dayton, O-

Curtailment of Operations Xor Part

WASHINGTON. Jan. U. Immediate
application of the fuel administration's
plan for curtailing tha use of coal by
tha less essential Industries was in
sight today aa means of relieving
the coal famine In the East. 6ome In
dustries may be aaked to shut down for
three days a week.
State fuel administrators have been
given wide powers In apportioning; coal,
but the general policy is to reduce the
consumption of less essential Industries
by voluntary , co-operation. In emer
tency cases, however, the local fuel au
thorities have been notified they may
take drastlo measures. '
P. B. Noyea. head of the Fuel Admin
istration's conservation division, tele
phoned Fuel Administrator Garfield to
day from New York that the situation
there was critical and that something
must be- done Immediately -to 'assure
householders proper fuel supplies.

operators In th Pittsburg, Fairmont,
Kanawha, Kenova, Thacker, Eastern
Kentucky. Jelllco and Ohio districts to
give preferential shipments for 10 days
to coal for those two "states. The coal
will be distributed by the Stato Fuel
Administrators. f
NEW YORK, Jan. 12. Restriction of
the fuel supply of cerjaln non-essential
Industries In the district embracing
New England. New Tork. Pennsylvania.
Delaware and. Maryland, was agreed
upon as necessary-at a conference here
toda'y between F. B.1 Noyes, head of
the corporation department of the Fed-1
eral fuel administration; Albert H.
Wlggin. state fuel administrator, and
city officials.
Theaters Slay Be Affected.
While no definite plan of action was
announced this afternoon, as the con
ference continued, it was said that one
of the suggestions proposed was the
limiting of operations of certain indus
tries to three days a' week.
Places of amusement, it was said,
may be Included in this category.
Mr. Noyes was in telegraphic com
municatlon with Dr. Garfield, head of
the- Federal fuel administration at
Washington, this afternoon.
