This is in large part due to the ef
forts of Adjutant-General White to ex
pedite to the fullest extent the action
of the various local exemption boards.
He emphasized to the members of the
boards the necessity of speeding: up to
offset the five-day handicap imposed
on the state at the start through the
failure of the official lists to arrive.
On their part, the boards have dis
played an earnes desire to co-operate
in hurrying- the work, as fast as pos
sible. Only one county of the 22 required
to furnish quotas on the first draft has
failed so far to certify any men to its
district board. This is the local ex
emption board of Washington County.
Misunderstanding; Is Likely.
Apparently, its delay in certifying the
natnts of men passed by it as not ex
empted or discharged has been due to a
misunderstanding:. General White has
Instructed it and all other local exemp
tion boards to certify the names of men
passed to the district boards from day
to day.
The second installment of the state's
draft quota will not be called for mob
ilization until September 19, under the
Jatest instructions from Washington.
This installment, like the first one. will
lie 30 per cent of the quota'from each
county. r - -
A third installment of 30 per cent
will be called October 3. the date hav
ing: been set back from September 30,
its at first announced.. ...
The remaining 10 per cent will be
railed as soon thereafter as practica-.
ble.
If the draft selections by the local
boards proceed as rapidly as has been
the case up to the present, the state's
entire quota will be ready for the Gov
ernment by September 1.
That this will be the case seems the
more likely because, as they have "got
on to the ropes," soto speak, the local
boards have been gaining speed.
Margin to Be Provided. '
To make sure that the full quota of
717 men is given on the first draft, all
local boards have been instructed to
continue their work until they have
passed 10 per cent more men than their
quotas call for.
This additional 10 per cent will " be
used as a reserve upon which to draw
to fill vacancies for any cause in the
original quota. There are certain to
be a number of rejections on grounds
of physical disability when the men
receive their Army examination at
American Lake, to which all the Ore
gon drafted men have Deen assigned.
When a man is rejected at the camp
the Government will call upon the state
to send another man to replace him
from the additional list of JO per cent
who will have been passed as not ex
empted or discharged.
Fourteen of the 36 counties of the
state, and the city of Portland, are not
required to furnish any men on this
first draft, because of the fact that
their quotas were filled before the
draft began through volunteer enlist
ments in the regular Army and Na
tional Guard.
These 14 counties are Benton, Coos.
Crook, Xouglas, Hood River, Jackson,
Josephine. Lane, Linn, Marion, Mult
nomah. Polk, Tillamook and Yamhill,
In addition to the city of Portland.
The other 22 counties were credited
In their quotas for the men each had
furnished by voluntary enlistments in
the regular Army and National Guard.
Inasmuch as none of the drafted men
are to be assigned to the Navy or Ma
rine Corps, no credits were given any
county or state by the War Department
for voluntary enlistments la those
branches.

In all 118 men were called, 103 exam
ined and 24 rejected on account of phy
sical disability. Of those declared lit
51 filed claims for exemption and of
these 13 gave alien citizenship as the
cause and one is in the Federal employ.
The board began passing on the claims
today and has issued a call for 150 new
men to appear Wednesday. Thursday
and Friday.
SHERMAN COUNTY.
Quota, 30; Certified, ,36.
MORO, Or.. Aug. 18. (Special.)
The local draft exemption board for
Sherman County has completed its
quota for first draft, of 30 men. They
have been certified, with an additional
10 per cent, as per instructions. The
board has ordered all others who had
been ordered to report for examination,
not to appear until further notice.
Men certified to the district board
at La Grande who will claim exemp
tion before that board on -agricultural
grounds are Eugene Vintin, of Grass
Valley, and Omer G. Sayrs, of Moro.
Roy D. Carpenter was examined for
the local board at Greeley, Colo.
A man who has been certified as not
exempted or discharged, but appealed
to the district board on grounds of de
pendents, is Frank Harrold Stone, of
Wasco. Examined at Baker for the
Sherman County board is Otto Paul
Fuhrman; at Albany for . Sherman
County board, Theodore Dale Ireland;

A number examined yesterday and
today have filed claims for exemption
on grounds of having dependents, and
their cases are yet .to be determined
and do not apply on foregoing list.
A total of 100 men were examined
by the Sherman County board and . of
this number 12 failed to pass the physi
cal examination. A total of 39 claims
were filed for exemption, 29 on account
of dependents, seven on account of de
pendents and agriculture, and three on
account of agriculture. Of these, 15
were allowed and six denied, and
the balance are pending. One was ex
empted as a German and one as an
alien.

Oil Plant to Be Erected.
ABERDEEN, Wash., Aug. IS. (Spe
cial.) The Unicn Oil Company has
purchased half a block of waterfront
age in South Aberdeen near the Wll
cou shingle mill and will located a stor
age plant there with the purpose of
nvading the Harbor nela as a rival of
the Standard Oil Company. The prop
erty of the new company has both rail
and water facilities.
School Wagon "to Operate.
KELSO, Wash., Aug-. 18. (Special.)
The Kelso School Board has made
arrangements with the residents of
Kelso heights, northeast of the city
for the operation of a school wagon
to bring their 30 pupils to school.
