Mopping: floors and brushing- the cor ridors will be the diversion of the three I. W. W. who were arrested Fri day for distributing- their literature on the streets of Portland. The men are M. ICnutson, G. Ounderson and John "VVolsh and the sentence levied by Judge Rossman orders them to do duty around the municipal building for 20 days. Mayor Baker was deeply interested in the handling of these men and dropped down to the court at noon to find out the disposition of their case by Judge Rossman. "Do you think, that's enough?" asked the Mayor when a spectator told him of the sentences. The charge on which the men were sentenced was that of distributing without a license. The men were in possession of licenses from the Kelly Advertising Company on East Mor rison street. This firm makes a. business of dis tributing and has 20 licenses issued. In some way these came into the hands Of the I. W. W. However, Judge Rossman held that the mere fact that they had these li censes had no bearing on the case, any more than having a police star would make an unauthorized person a. police man. The police contend that the men were giving the literature to persons on the street, which Is not permissible under the license. The Judge also admonished the men. none of whom was a United States citizen, that before they started on any revolutionary ventures they should first become citizens of the United! States. MILXj owxers are accused Secretary of Timber Workers' Union Slakes Serious Charge. TACOMA. Wash., Aug. 4. (Special.) Lumbermen who are fighting the eight-hour day have Joined with the I. W. W. in blocking a settlement of the timber-workers' strike and the establishment of the eight-hour day in camps and mills in and about Ta coma, it was openly charged today by striking union timber workers. While the big mill owners, on the one hand, are refusing to confer with union representatives or mediators, the I. W. W.'b, on the other, are blocking attempts of the timber workers to open up camps for mill owners who are ready to concede their demands, de clared Arne Jones, secretary -of the union. The timber workers' union today sent out a call for men to work in eight-hour-day camps under union condi tions, and has established employment headquarters. REPORT MIDMCHT PROWLERS Deputy Sheriff Walter Tells of Shots Fired at Lumber Mill. An aftermath of the I. W. W. visits to the Eastern & Western Lumber Com pany plant in North Portland came to the attention of the police yesterday, when W. D. Walter, deputy sheriff, re ported he had taken part in a shooting just after midnight Friday with an un known prowler. Walter says he was on his rounds of the mill grounds when he noticed a man sneaking from one dark spot to an other. He hailed him, and receiving no answer, started toward the man, when the latter fired two shots. Walter says he returned three shots. He gave the police a bottle, which he says he found when the man ran. It contains a fluid that smell of coal oil, ether and turpentine. Margarete Dean said of Stewart Dean In starting suit for divorce. Clara Nimoto declares that her hus band, Benjamin, is an Inveterate gam bler and for that reason wants a di vorce. They have one child, whose custody the plaintiff seeks. Ernest Lee is possessed of a violently jealous nature, alleges Flora Lee in her divorce papers. He has also treated her in a cruel manner, she says. She wants the custody of their child and alimony of $30 a month. Albert Kuschke accuses his wife, Mary, of cruelty and neglect. He wants the custody of their two children. Henry Walsh charges Margaret Walsh with cruelty. In an answer and cross-complaint, Sarah Lovett accuses William Lovett of sending her to Honolulu in order that he might get a divorce. She says that she sought to return home but that he would, not send her the money. She wants a decree, -the custody of their child and alimony of $100 a month. Her husband, she says, earns $150 a month. Leased Armories Closed. . EUGENE. Or., Aug. 4. (Special.) At the Parents' Education bureau, 551 Courthouse, is located the only institution of its kind in the countrv. It is conducted by the Oregon Congress of Mothers and it gives to all who ask free Instructions and demonstrations in feeding and caring-for babies. Physical and mental examinations are given free each week under the personal care of some of the best doctors and specialists. It is just at the point where the Willamette leaves its rocky bed and begins to meander through the last miles of the Willamette Valley. The divine affirmation that it is not good for man to be alone may be applied not only to the union of the sexes In honorable marriage, upon which the perpetuity of the race depends, but also to the association of humankind in community life, without which co-operation is impossible and the achievements of united purpose would be unknown. It is therefore natural and necessary that men shall establish and maintain Institutions for community betterment. The constitution of every liberal gov-" ernment recognizes the right of indi viduals to associate themselves in any organization having worthy purpose. In harmony with the spirit of law and order, and not interfering with the rights and privileges of nonmembers. Thus, men may institute societies, as sociations and clubs, guilds, fraternities and orders. They may designate their organization as a church if they choose and may enact rules prescribing con ditions of admission, and providing for the administration of the Institution's affairs. They may go so far as to say that no man shall be admitted to the church thus created except he be bap tized by immersion in water by one of the officials, and that the seal of mem bership shall be the pronouncing of a formula accompanied by the laying on of hands. But who of us would hazard his repu tation as a rational being by asserting or even believing that such baptism, administered by an authority created by man, can be of effect in assuring re mission of sins, or that It shall be rec ognized as efficacious by the powers of heaven? Churches, societies or other associa tions established on purely human Ini tiative are institutions of men: they can never be aught else. It is in line with consistency that, such organiza tions bear the names of men. or that they be known by some appellation ex pressive of their origin, their constitu tion, their peculiarities of government, their location or some other distin guishing feature. Could it be counted less than sacrilege to attach the name of Deity to a church called into being; in the manner we have assumed? The church of the apostolic epoch was the organization that Christ had. established. He very expressively called it My Church (Matt. xvi:18. and after his departtire. every ordinance therein was administered in the name of Jesus Christ. By divine assurance those ordinances were of effect, not only on earth, but in heaven, not alone for time, but for eternity. Of man made Institutions, of artificial growths though bearing the titles of churchly cults, the Lord emphatically declared: Every plant, which my heavenly Father hath not plnnted, shall be root ed up" (Matt. xv:13). In the course of his ministrations on the Western Continent, Jesus Christ es tablished his church, and thus answered certain inquiries as to the name by which that church should be called: 'Whatsoever ye shall do. ye shall do It In my name! therefore ye shall call the church In my names and ye shall call upon the Father In my name, that he will bless the church for my sake. And how be It my church, save It be called In my namef For If a church be called In Moses name, then it be Moses' church; or If it he called In the name of a man. then It be the church of a mans but If It be called in my name, then It In my church. If It so be that they r built upon my srospel. ... And If It so be that the church is built upon mr gospel, then will the Father shew forth his own works in It. The acts of a public official, whether of local or National status, are effect ive only within the limits of the juris diction he represents. City ordinances can be enforced within the boundaries of the municipality, but not beyond. State Legislatures are powerless to en act laws for interstate regulation. Con gress Is limited in specific jurisdiction to the National domain. Yet, in the face of these fundamental facts, there are men who assume that it Is within their province to legislate in spiritual affairs and to alter, annul or supersede by their own enactments the laws es tablished by divine authority relating to membership in the kingdom of God. In the current age the Lord has es tablished his church upon the earth and has made plain the portentous fact that. while honorable obligations, agreements and contracts among men may be valid under human laws, he is in no way bound by such exercise of mortal agency as conditioning the fu ture of the soul after death. Ponder these declarations of Jesus Christ, giv en to his church in 1843: .,11 covenants, contracts, bonds, ob ligations, oaths, vows, performances, connections, associations or expecta tions that are not made and entered Into and sealed by the Holy Spirit of promise of him who is anointed, both as well for time and for all eternity . . . are of no efficacy, virtue or force.
