Road legislation doubtless will be one of the Important Items to flemand the attention of the House next week. The road committee now has under consideration two complete road codea one Introduced by Representative Schlmpff and outlining- the views of the good roads committee, and the oth er introduced by Representative Laur jraard. For the last two weeks the commit tee has been holding nightly meetings and has heard probably 250 good roads enthusiasts on the relative merits of the two bills. One particular objection to the Bchlmpff bill Is based on the provision that It authorizes the good roads com mittee virtually to dictate the appoint ments to the State Highway Commis sion, which is to have charge of the road programme. It designates the State Highway En gineer as one of the three members of the Commission. The two others are to be named by the Governor from a list of ten presented by the good roads committee. Many speakers have pro tested against this attempted Injection of an unofficial Influence Into the af fairs of the State Highway Board. Increase in Tax Proposed. Zt also would Increase the present iuarter-mill road tax levy to half a mill and would abolish road supervis ors in all parts of the state. That la one point on which all au thorities are agreed that the road su pervisors should go. They are a useless and expensive appendage to the present organization of road government, it is declared. The Laurgaard bill differs from the Bchlmpf bill in many particulars. It creates a state highway commission, to be appointed by the Governor, one from each congressional district. The commission is to appoint the state en gineer, whose salary is not to exceed $6000 a year. The question of financing future road development also must be threshed ovJL by this Legislature and probably will gain some attention In the House this week. The Bean-Barrett bill providing for a bond issue to meet the Federal ap propriation of $1,800,400 alloted to Ore gon already has passed the House. The bonds are to be Issued only in the sums needed to meet the Federal fund. Inasmuch as the Government re quires the state to match Its appropria tions dollar for dollar. If the state gets enough money from other sources It won't have to Issue any bonds at all. Bond Provision Proposed. Members of the good roads commit tee, who have been active in the lobby ever since the session opened, are op posed to the Bean-Barrett bill. They see no reason why the state should bond Itself to build roads. Enough money will accrue from taxation and automobile licenses to meet these needs, they argue. Meanwhile, large ly through their Influence, it is said, the Bean-Barrett bill Is being held up In the Senate, The House also will take Its first crack at the consolidation programme next week. The first bill drafted by the Joint House and Senate consolida tion committee was dropped into the House hopper today. It proposes a consolidation of all the state depart ments handling labor activities. There is a lot of opposition to the bill. Many members oppose the plan to combine the Industrial Accident Commission with the other labor de partments. They insist that the Com mission should be continued as a sepa rate organization. It is possible, though, that these members would agree to reducing the membership of the Commission from three to two and to make the Commission's physician the third member to pass on awards. BanKlng Law Proposed, 'A series of bills proposed by the . House banking committee to make the state banking laws conform to the Federal code will be up for third read ing in the House on Monday. Which has been Introduced in the Senate, should) get over into the House late next week. There Is little apparent opposition to the measure. The Joint committee has gone over It thoroughly. Representative Kubll s antl-pleketlng bill probably will be reported out by the revision of laws committee early this week. The committee is divided on it and it is probable that the major ity report will be against the bill. De termined efforts will b made to klU the bill when the committee reports. although a most active lobby is trying to work up some strength in Its favor. Bill Carries Emergency Clause. The labor unions and many members of the House are dead against the measure. It carries an emergency clause, which would prevent the labor ing people and their friends from in voking the referendum. The House now has 483 bills on Its calendar, of which 167 haye been fi nally disposed 6f. This does not in clude Senate bills. Speaker Ctanfleld is urging the com mittees to get out their reports so that the full time of the House can be given to third readings. A heavy volume of proposed legisla tion Is due to go down the skids under the indefinite postponement process this week. The revision of laws com mittee met last night and acted on 18 bills, of which 15 are to be reported unfavorably. Included In the number are some of the pet projects of mem bers of this committee. The House had its desk clean tonight and will start at the head of the order of business at 10:30 Monday morning. Taylor, of Corvallis; Vice-President Frank Lynn, of Perrydale, and Secretary R, R. Graves, of Corvallis, was authorized to arrange an annual dairy and products show representing the Coast and North western state. In a heated debate held here last night between.the Oregon City and Sll- verton debate teams the latter won by a unanimous decision. The subject was 'Complsory Insurance in Oregon for Wage. Earners." Oregon City, the affirmative, was represented by Fred Tooze and John Rankin, and Silverton, the negative, was represented by Rholin Cooley and Miss Anna Hobart The debate the same night between Silverton and Tillamook, in the latter city, resulted in favor of Silverton by a 2-to-l decision. The Ellverton teams have won in every debate so far this season. Nez Perce Timber Sold. , NEZ PERCE, Idaho.' Feb. 8- (Spe cial.) The forest department has sold 12.000,000 feet of logs to the D. Dollar Lumber Company, aU of the lumber coming from the Nes Perce forest re serve. Eight million feet of logs have been scaled to date and. the scaling of the , remaining 4,000.000 feet will re quire several months. It Is the "pol icy of the Government to dispose of the timber in the forests as fast as It ripens and before it begins to jc teriorate, thus making way for the new growth. Political Debate's Proposed. ABERDEEN, Wash, Feb. 8. (Spe cial.) Public debates of municipal is sues are urged today by B. A. Wiley, ex-Assessor, who seeks to become Mayor in opposition to W. J. Egerer, Mr. Wiley wants to meet Mr. Egerer on the platform. He also wants Mr. Egerer to name the man he will ap point as Chief of Police if elected. The debates are likely to be held. Mr. Egerer, however, says he does not know whom he will appoint as Chief ifil MJUCe. . - Northwest dairy and products show In Portland will not only be a great thing for the dairymen, but to the city of Portland. In that the show will grow to large proportions, ana to tne State Fair, in that more dairymen will be Induced to exhibit their stock there because of the closeness or tne dates." In the nast the dairymen have exhib ited at the time of the Northwest Live stock Show, In December. That there is as much difference between tne live stock Industry and the dairy industry as between grain and fruit growing is the argument of tne dairymen. Exhibit This Year Foaatble. When a dairy and products show was first mentioned there was some objection on the part of livestock men. It Is said, but on second considera tion the livestock men agreed there was a large field tor a dairy and prod uces show with the dairymen's annual President W. K. Ten-Day Show Proposed, According to President Taylor, of the State Dairymen's Association, it Is the plan to hold the show for 10 days. Im mediately following the State Fair each year, so dairymen at the State Fair can take their stock on to Portland for the products show. Also at the State Fair dairymen from California, Washington, Idaho and Montana will show stock, and they will take their stock to Portland to the show.
