Tn thir efforts to get a sufficient number of remonatrators to kill the proceedings for the proposed extension of Greeley street (Willamette boule vard), from KilTinpsworth avenue couth to Delay street, circulators of the remonstrances are resorting to all kinds of unfair methods, according to officials in chargre for the city. Assistant City Knjri- neer, says lie was invited luszt week ! to a meeting of the Peninsula Advisory Club and when he went out with a et of city records to refute statements of excessive assessments for the im provement he was refused an oppor tunity to talk before the meeting. Ia a letter submitted to Commis sioner JDieck, Mr. McMuIlen says all kinds of rash statements were made at the meeting and when he attempted to give the facts he was refused an opportunity by Robert Low, chairman of the meeting. AiwBmeBU Held Kxafffcerated. It is said circulators of remon strances have been going: about with statements that the assessments would average $200 a lot. Mr. McMuIlen says the facta are that on some of the lots where a $200 assessment is being pre dicted the actual assessment will not L more than $2 or $3. In a letter issued yesterday. Mr. Mc MuIlen explains the assessment propo sition. He says: In laying out the district, we used what "you might term the zone system, considering a cirect benefit, an Indirect benefit and a tributary district. The dirvicl benefit would be area which would be && sed the highest amount, the indirect, a certain percentage less, and the tributary, least of all. The outiying lines of the tributary dis trict, as near as we could determine, would the smallest assessment within thxs dis- possibly as low as $2 a Int. Inasmuch costs probably or GO cents-to carry through the city records, the be trict. as an account first assessment, tabulation. collection, transferring to bond lien dockets, etc., which all takct time, an account of $J has to re ceive the same amount of attention as an account of $10,0oo. Should we have taken in the entire territory of t. Johns, the amount of money raised would hardly have bven Justified. Stockyard Are Exempt. There is a territory Immediately north o the Columbia .s;ugh road, winch is known as the Industrial center, and the Union Mockywds, which, of course, being in the county, could not be assensed, but is evi ontiy benefited as a tributary benefit to tnis extension. , The lines as laid were carefully considered as to benefits to be derived, inasmuch as we mere controlled by charter provisions and the laws governing these districts. There fore, we considered the lines as laid as fair to all concerned as they could possibly be made; in fact, before the last election which annexed t. Johns, a preliminary district had been laid out which did not include the territory of sit. Johns, but the ordinances were held in abeyance until tit. Johns was annexed. The southerly line of the district border ing on the railroad property and the water front property did not include this property. for the reason that it ri - rw. benefit from fhlM irpninn na i-in. st naturally presume, as all the tannage that comes into this property naturally comes over the railroad and is not hauled bv trucks or wagons, as,. this road Is strictly a commercial highway for all traffic and not a scenic boulevard. It is not quite just to combine the two proceedings in one. as the benefits derived from one. are wholly different than th; benefits derived from the other, as tne ac quiring of a right of way gives an outlet to a very Jarge territory, the construction Is a direct materialistic benefit. The points which I have endeavored to explain are more clearlv seen hy looking at the map of the extension district, inasmuch as the publication in the abstract does not ctve a rlear idea. A telephone pole broke and fell on Rere Meadows, a lineman of the Pa cific Telephone Company. while 'he worked on the Taylor's Ferry road yes terday afternoon. He was taken to the ;ood Samaritan Hospital, and it is be lieved his injuries consist merely of .a bruised si!e and shoulder. He is 32 years old. unmarried, and lives at 410 Hawthorne avenue. There wiM be hundreds of children out at Westover Terraces from present indications. Yesterday 250 had been listed and this number is certain to be augmented largely today, and tomor row. At only one angle the identical an gle which is under dispute in the courts will Portland's two new automobile street-flushing machines clean the streets. This was found yesterday in tests of the machines by Superintend ent Donaldson, of the Street-Cleaning Bureau. The Hodson-Feenaughty Company, representing the Sanitary Street Flush ing Company, of St. Louis, is seeking to enjoin the city from using the ma chines, alleging infringement of pat ents in connection with the angle water is thrown from tiie machine to the street. In case the company wins in its suit, the Street-Cleaning Bureau will be in a bad way, equipment which the fhishers replaced having been sold. It is asserted Commissioner llaly was warned of the infringement before the machines were purchased. Walter Siegfried, who has been stage manager of the Baker Players this season. left on Wednesday night for Lincoln, Neb., where he will be a' member of the Lincoln Players, a stock company there. Edward Woodruff Is to play masculine lead roles, and Walter Regan will also be a member of the company. Mr. Siegfried is a Portlander and. besides appearing with the Baker Stock, he was on tour for two seasons with Walker White sides in "The Typhoon." Mrs. Siegfried was Mamie Haslam, who Is remembered as a Pacific Coast child actress. The Lincoln Players open on May 1 In "Along Came Ruth." Rose Festival Ceremonies Call Attention to Oregon. That the National dedication of the Columbia River Highway as a feature or the tenth annual Rose Festival has served to attract world-wide attention t6 Portland, and the State of Oregon in general, is evidenced from responses from Governors of all states, with Senators and Representative and Gov ernment officials to the invitations sent out by the fiesta association. Believing that President Wilson and family, with Vice-President Marshall would be interested in the event. J. H. Dundore. president of the 1916 fiesta, yesterday telegraphed United States Senator George E. Chamberlain to pre sent an invitation to the. President and Vice-President to be in Portland the afternoon of June 7 and participate In the dedication ceremonies. The joint resolution introduced in the House of Representatives and the United States Senate by Representative McArthur and Senator Chamberlair sets forth the benefits from the build ing of the highway as follows: Resolved.
