As tbs peace advocates sluod on tbe platform in tbe dusk la a drlixllng rain they were selected, one by one. as their names were called, and permitted to go aboard the train. Then the train waa locked and stsrted quickly for the trip across Northwestern Germany. Evidence of the wsr waa not miss ing from the train Itself. After leaving Hamburg and while approaching tha western fighting gone the train was kept at Its highest speed and tbe usual stops at the smaller sta tions were omitted. At tbe Holland border cries came for a speech from the German lieutenant In charge of the train. Consolidation of state boards and commissions la to be an important Is sue in the forthcoming legislative pri maries, and perhaps the most Important Issue. It will be remembered that at the last session of the Legislature a lot waa said about consolidations In the Inteeeata f economy and efficiency. An attempt waa made to put through a consolidation programme, but with tbe exception of consolidating the of fices of the Stste Engineer snd the State Highway Engineer, nothing was accomplished. The bills were hatcnea oui in me Senate and brought over to the House In the closing hour of tbe session. House members, under the plea that they did not have time to consider them, refused to pass any with tbe ex- centlon of this one measure. But both the House and Senate made amole provision for effective work rending th convening of the next Legislature. A special committee was created In each bouse with powers to continue its labors during the recess of the Legislature, so that a definite programme might be at hand when the Legislature of 1917 begins to work. Ostensibly these committees were supposed to work jointly. As a matter of fact, however. JitUe Joint work was done, each committee preferring, ap parently, to work separately.
