With the city and school levies the largest ones for Portland settled, there remains lit tle hope of material reduction in the total levy by the other branches of the provernment supported in part by Port land taxuveni. After that there was a arop to 23.10 mills, and now a pros pcctive jump in the opposite direction. State Equalise Ptgurea. During the ZT-mm year the state had a system of throwing more than half of the biennial appropriations of the legislature into one year's -tax levy. Now it is distributed over the two years equally so that the rise and fall of the state levy in alternate years is elim inated The increase next year will be due first of all to the school district, then to the City of Portland and finally to , me county, or at least that is the pros pect in the county budget at present. The levy of the City of Portland Shows an increase next year of. 1.42 mills over 1S15. This ia due princi pally to the loss of liquor license reve nue, which has to be made up by taxa tion. The liquor license revenue in 1915 made up about 1.20 mills, which for 1916 must be made a part of the tax levy, lhe other city increases are due to increased interest on the city's bond- debt and to increased cost of operat ing and to the appropriations for cer tain large projects planned for 1916. The school levy shows an increase of 1.6 mills. The levy for 1915 was ! mills. County Levy Uncertain. The county tax levy still is uncer tain. Originally it waa planned to make tne ievy for general purposes 2.5 mills. Now the indications are that it will have to be pushed up to 2.8 mills be cause of a. number of special appro priations. The road budget, as pre sented by Roadniaster Yeon represents a levy or 1.8 mills as compared with 1.6 mills for the present year. The Port of Portland Commission has virtually decided to make its levy one mill even. This is a cut of one-tenth of a mill from the present year. No change is expected in the county library levy or tne levy lor state or county school purposes. Watson and George Skuis. who robbed George Den nis and five of his companions when they were engaged in a poker game at the rock Quarry late Monday night, have been arrested and both have con fessed. These men were first arrested by Eherlfr Biesecker here, who. after hold ing them 12 hours, waa compelled to permit them to go. However, he found additional strong evidence against them, so he went to Portland and made the arrests, assisted by detectives in Portland. George Dennis and his companions alleged they lost more than $400, but the two robbers say that they got only $50.30. and this they divided evenly $25.15 and walked back to Vancouver Monday night. The next day they went to Portland, where they were since. It was at first supposed that there were three robbers in the gang, but this has been disproved, according to the men's own story. The two will he arraigned before the Judge of the superior Court Monday for sentence. Watson is a resident of Junction City. Or., is 31 years old. is dark and of rather slender build.
