DEMOCRATS ARE WON OVER Senator Myers, ol Montana, Does Not Shy at Iroposal to Amend Underwood Law and Would Wipe Out Treasury Deficit. OREGONIAN NEWS BUREAU. Wash ington, Oct. 21. "All over the land American manufacturers are increasing the sizes of their plants and the num ber of their employes to meet the changed conditions brought about by the war in Europe, and prosperity is showing its head everywhere. Busi ness is growing everywhere. "Whether this growth is to be permanent or not depends upon the tariff action taken now." This quotation is from the Demo cratic National Monthly, edited by Nor man E. Mack., of Buffalo, a Democrat of National prominence. Mack was one of the first Democrats to declare openly that the Underwood tariff law was defective, and was one of the first to assert that American industry needed greater protection than the Un derwood law affords. He found few sympathizers at first, but now that he has reopened his campaign for a re vision of the Underwood law upward. Democrats are coming to his support, and there is considerable talk about tariff modifications at the next session, other than the repeal of the free sugar clause. War Stimulate Manufacturing;. "American plants are being raised 00," continues Mr. Mack in his maga zine, "not only to manufacture for Eu rope the supplies needed to carry on the war, but, more than that, to supply to America and the rest of the world the products which Europe used to make. Millions of dollars of American money are being expended to build additions to American plants to establish new industries, and hundreds of thousands of American workingmen are finding work in these wholly new or greatly enlarged plants, making in the good old U. S. A. the things which we used to buy in foreign markets. "What Is going to happen to these in dustries when the war is over?" asks Mr. Mack, and, answering his own question, he says: "Unless these industries are protected by an intelligent and a discriminating tariff, carefully formulated by a non partisan commission which will grind no axes, but act solely for the good of the country and the people, America is Jn danger of experiencing a period of financial depression terrible to contem plate." Views Regarded Important. This does not sound like sound Demo cratic doctrine, but the quotation comes from one of the Democratic leaders in New York State, a man once chairman of the Democratic National Committee, and manager of a Democratic Presiden tial campaign, and, therefore, a Demo crat whose views carry some weight. One of the first Democratic Senators to arrive in Washington was Senator Myers, of Montana. He is in accord with Mr. Mack, and he does not thy at the proposal to amend the Under wood lav by imposing a "protective tariff" which will protect industries that have been built up and are being built up in the United States in the way described by Mr. Mack. Senator Myers goes further and believes it only right and proper that Congress, while af fording proper protection to these in dustries, might well impose duties which will help wipe out the deficit in the Federal treasury and provide ample revenue to run the Government as it should be done. He is heartily in favor of legislation which will adequately finance the Government, and not make necessary the curtailment of internal improvements in the United States. (Spe cial.) A plan for the settling of the 'regon c wamorma. land grant at lentft so far as the land is suitable for agricultural purposes, was discussed s.t lensth at a banquet of the Business Jlen's Club here last nipht. The siiBRestion that Congress require the Southern Pacific Company to open a land office in Portland for the sale of the agricultural land, is embodied in resolutions that were adopted unani mously. The title of the railroad to the lands is recognized. Provision also is made that after a period of six years other lands may be offered in tracts not to exceed one section to a single purchaser. Judge William Colvigr. tax and right-of-way agent of the Southern Pacific Company, was the principal speaker, tracing the history of the land grant and the succeeding litigation. He dis cussed also the decision of the Supreme Court in regard to the land grant lands and explained the interest of the rail road in getting the lands settled. Charles M. Kobison. Ieputy IMstrict Atorney of Multnomah County, was also a speaker. His theme was the ap proaching Manufacturers and Land Products Show, but he took occasion to make a plea for a greater unity of action in the various towns. BENEFACTOR IS STABBED Albany Ian Attacked Over Request Tor Chantre From Meal. ALBANY, Or.. CVt. 23. (Special.) Jame Wilson was arraigned before Justice of the -Peace Swann here to day, charfred with stabbing- C. A. High land last night, when the latter re quested him to return the change r. nialnlnjr after Wilson had paid for a nupper with a dollar lent by Highland. Highland says he met Wilson on the street and that Wilson asked for his Flipper, saying he had been without food for some time. Following the meal Wilson requested that he be allowed to pay for the meal, paying that it would look more manly. Highland suggested that Wilson return the change. He refused, and an argu ment followed, ending by Wilson stab bing Highland in the stomach. Albany Socialists Nominate. ALBANY, Or.. Oct. 23. (Special.) A complete ticket for Albanys forth coming city election was nominated by the Socialist party in a convention held last night. Leon E. Rennells heads the ticket as the nominee for Mayor and the other candidates named are Millard F. Hays, for City Recorder; D. B. Adams, for Chief of Police; N. R Adams. for City Treasurer; J. B. Mc Dowell, for Councilman in the First ward: E. C. Krause, for Councilman in the Second ward, and W. S. Richards, for Councilman in the Third ward. INDUSTRIAL CLUBS DRAW Wasco County Children Reported Enthusiastic Over Plan. SALEM. Or., Oct. 23. (Special.) Boys and girls of Wasco County are enrolling in the Industrial Club projects for next year with great rapidity, ac cording to a report received tod-ay by J. A. Churchill. State Superintendent of Public Instruction, from L. P. Harring ton, industrial field worker for the state department of education. Wonderful interest in the school work at Zufur was found by Mr. Har rington, who said that the boys and girls in the grades and high schools are planning to give a big fair next year.
