(SpeciaL) The Washington public Service Commission has adopted a revised set ot rules for grain Inspections, aftTsr several weeks- work of compilation and study of suggestions of Chief Craln Inspector K. D. Jarboe. whose head quarters are at Tacoma. New Inspection fees for new services are provided and the rules altered In several Important particu lars. A summary of the changes only, aa given out in a atatement by Inspector Jarboe, follows: , , j Red Russian wheat will only be required to test 57 pounds per bushel to grade No. 1, Instead of 5S pounds as formerly provided. Martin Amber. Early Bart and Red Allan will be classified as Bluestem. This gener ally has been done in the past but no definite rule on (he subject has been In effect. ' ... The use of the term "degree" In designat ing the amcunt of smut In wheat will be uiscontlnued and the term "percentage subaututed. It is also provided that labora tory scouring machines will be used in making the determination of the amount of smut in wheat. Formerly the amount of smut was determined by the "comparate method, which was merely guess work, al r.iuugh the guess work of experts. A rule was ndopted that where inferior tvpes cf wheat are mixed with superior types the sample will be graded as being of the superior type, and a dockage in pounds placed to cover the. differences In the value of the parts of the mixture. A rule was adopted providing that where a shipment is made of a car containing wheat of different test weight per measured bushel but of the same type, an average sample will be drawn and the test weignt of the sample thus procured will be taaen to be the test weight of the car and so grwheat of less than DO pound test not to be mixed with heavier wheaj under the bX provision Is mad by the commissi! for sample inspection, by which a certificate may be Irsued.
