'King of ICouiuania Does Xot Have
, to Give HJs Word to Anyone,"
Kcply or Minister to Jlequest
for Mobilization,
AMSTERDAM. Oct. 10, via London.
A telegram received here from Vienna
says that King Charles of Roumania
died today. His illness had heretofore
been reported as grave.
King Charles of Roumania was a
member of the House of Hohenzollern.
At the beginning of the war he .was
inclined to side with Germany and
Austria-Hungary and was reported as
ready to cast his lot with these coun
tries, but such a course encountered
strong opposition in Roumania and par
ticularly in the Legislature. Recent
dispatches have said that the King, be
cause of a promise he had made to Ger
many, desired to mobilize the Rouman
ian army to assist Germany in the war.
Word of Ilohrnzollcrn Given.
It has been said on many occasions
In the last few weeks that Germany
counted on the intervention of Rou
mania. A-story published in Paris the
latter -part of September related that
when King Charles asked the Cabinet
to order a. mobilization of the army, one
of the Ministers replied:
"We are quite willing if it is against
Russia."
King Charles turned to him and said:
"I gave my word to Emperor Wil
liam, and a Hohenzollern keeps his
word."
The president of the council here in
terposed, saying:
"The country knows no Hohenzol
lern. It knows only the King of Rou
mania, who does not. have to give his
word to anyone whatsoever."
Council Not for Germany.
King Charles then decided to call
a council of the crown with the ex
Ministers in attendance, but only one
sided with him with Germany.
It is reported that the King tried to
psrsuade General Averesco to attempt
a coup Tetat and arrest the Minister,
but General Averesco refused, saying:
Sire, you would be the first victim
of such an attempt."
Charles I was Roumanla's first King.
He was the son of I'rince Charles An
thony of Hohenzollern-Sigmaringen.
AMiile Charles was serving at 27 as an
officer of the Prussian Guard, the Turk
ish provinces of Wallochia and Moldalra
united and called themselves Roumania,
and Charles was called to govern them
as Prince. He began from the first a
policy of planting the seeds of German
civilization in Roumania.
Turks Defeated In 187G.
In the Turko-Russian War in 1876
Charles insisted on neutrality, but when
the Russians were on the point of being
.crushed at Plevna and Grand Duke
Nicholas sent liis famous call for help,
the Roumanian forces were led to bat
tle and, with Charles at their head,
decisively defeated the great Turkish
army.
The renown of Prince Charles spread,
snd four years later, out of a cannon
ha had captured at Plevna, the Rou
manian people cast him an iron crown.
With consent of the powers they
Placed it on his head In 1881. From
this time on King- Charles was uni
versally acknowledged the leader of
his adopted people, and the kingdom of
Roumania became a factor in inter
national politics.
The one blot on the escutcheon re
cently has been an alleged widespread
persecution of the Jews, of whom there
are some 700,000 scattered among the
7.000,000 inhabitants of the country.
By ourselves Alone" Is Motto.
"By ourselves alone" are the words
which ornament the iron crown King
Charles has worn. Ho was never a par
ty to International alliances, although
groups represented in both the Triple
Alliance and the Triple Kntente have
been said to be courting Roumanian
support.
The prospect of the country when
Prince Charles entered Roumania was
discouraging in every detail. That
which he hands over to his successor,
whom he adopted in the person of his
nephew. Prince Ferdinand, is one which
includes an efficient army of nearly
half a million when on war footing,
agriculture developed along modern
lines, oil production on a vast scale,
railways spread widely, foreign com
merce developed to a degree which ex
ceeds that of all other Balkan states
put together, and a national credit
that needs no special guarantees.
BREADSTUFF RISE HALTED
Austria Forbids Use of Corn and Po
tatoes by Liquor Men.
VENICE, via Paris. Oct. 10. The
repeated efforts of the Austrian gov
ernment finally have persuaded the
Hungarian Cabinet to consent to a
suspension of the import duties on
cm in. but as ar partial concession to
the Hungarian agrarian interests, it
is understood the government will not
attempt to fix any scale of maximum
prices for the grain market.
The spirit manufacturers have" been
forbidden to use corn and potatoes and
must therefore use sugar beets and
molasses as substitutes.
It is hoped that these measures will
tend' to prevent a further Increase in
tlie price of breadstuff, as the rise
which thus far has occurred already
is causing much hardship among the
poor.

Germans have occupied St. Nicholas

Kvery road leading north is choked
with fugitives, military and civilian.

buses and motor cars are in inex
tricable confusion. Officers are shout
ing orders, drivers cursing, women
weeping and children screaming.
There is no food or shelter for fugi
tives anywhere. Tens of thousands
spent last night in ditches or fields and
will do the anie tonight

Pope Muarns Loss.
ROME, Oct. 10. Cardinal Dominic
Ferrata, the cardinal secretary of state,
died today.
The immediate cause of the death of
Cardinal Ferrata was peritonitis, an
outcome of his protracted illness. Be
cause of this peritonitis, it was con
sidered imprudent to operate.
The death of the cardinal was not
unexpected. The news was conveyed
to the Pope by telephone and his com
ment was "God's will be done, but it
takes from me a dear friend and my
right hand."
The Pope immediately retired to his
private apartments, where he prayed
for the repose of the soul of the
departed cardinal.
The secretary of state passed away
surrounded by faithful friends. He
was conscious to the last moment. His
last remark was: "I am so tired: I
go to join my saviour."
Cardinal Ferrata was stricken with
appendicitis soon after his appointment
by Pope Benedict on September 4 to
the office of papal secretary of state.
The cardinal was born at Montefias
cone, tlaly. In 1847. He was the papal
legate to the World's Eucharistic Con
gress at Malta in 1913. Cardinal Fer
rata was an archpriest of the
patriarchal late ran arch-basilica. He
was created and proclaimed a cardinal
June 22, 1896. For six years he was
papal nuncio at Paris and later was
prefect of the Congregation of Bishops
in Rome.
MAN IS SHOT ON STREET

A. B. Gibson, Well-Known Resident,
Is Victim of Bullet Fired by
W. C. Angrel, of Lebanon.
ALBANY, Or.. Oct. 10. (Special.)
A. B. Gibson, a well-known resident of
Sodaville, was shot and fatally wounded
at 6 o'clock this evening by W. C. Angel,
a- Lebanon man. The shooting took
place on the street at Sodaville.
Only one shot was fired by Angel.
The bullet struck Mr. Gibson in the
abdomen and ranged downward. Gib
son reeled ahd fell to the street, where
he was picked up by citizens, who
rushed to his assistance. He was car
ried to a nearby building and a physi
cian was called. It is believed the
wound will prove fatal.
Angel surrendered to Marshal M. C.
Hazen. District Attorney Hill and
Sheriff Bodine, of Albany, have left for
Sodaville to make an investigation of
the shooting.
Gibson and Angel are said to be mar
ried men. The causes leading up to the
shooting: have not been ascertained.
