Dr. C. J. Smith, Democratic candidate
for Governor, who In advocacy of his
candidacy pledges himself to give an
administration of rigid economy, has a
record in Oregon's capital of amazing
prodigality with the people's money.
As a State Senator at four sessions of
the Legislature, he voted for 181 bills
eppropriating millions of dollars from
the State Treasury. He voted against
13 such bills.
His promise to wield the veto ax as
often, ahd with the economical force
with which he credits Governor Cham
berlain, does not harmonize with his
record found in the Senate journals. He
voted for IS of the 24 appropriation
measures stamped with the seal of ex
ecutive disapproval. He voted against
four and was absent when the vote was
taken on-four.
Logrolling, which Dr. Smith as a can
didate for Governor condemns, ran riot
In connection with the normal-schoo
appropriation bills and other normal
school bills in the session of 1909. The
very existence of the four schools was
imperiled, and three of them sought
larse appropriations.
Dr. Smith, as State Senator from
Umatilla County, was interested in the
school at Weston. The battle for the
appropriations and finally for the ex
istence of the institutions" was stub
bornly fought, and resulted in the four
being abolished.
Normal School Grab' was a desig
nation freely given the measures. Log
rolling in connection with them, large
Agricultural College appropriations and
other appropriation measures were
opealy charged.
It was charged there was an organ
ization of legislators working tooth
and nail for the "grab."
As a Senator, the record reveals. Dr.
Smith gave his vote freely to measures
appropriating large sums of money
which were fathered by his friends.
Many of the bills, of course, were mer
itorious and should have been passed,
but the frequency with which the jour
nals record Dr. Smith "aye" votes in
connection with appropriation meas
ures does not harmonize with his
pledges, as candidate for Governor, that
he will give an economical administra
tion and work overtime his veto guil
lotine. , ,
Dr Smith's record in advocacy of
county salary bills and bills providing
for other expenditures by counties is
In keeping with that of appropriations
from the vaults of the state. The jour
nals reveal that he voted against few
of them.
One of the three appropriation meas
ures opposed by the Umatilla Senator
In 1905 provided $1000 each for Susan
E. Jones. Edna Tiffany and Sylvia Fer
rell widows of brave guards at the
State Penitentiary who were slain by
the outlaws Harry Tracy and David
Merrill in their successful break for
liberty. The bill became a law and the
women got the money.
Because of Imperfect indexes in ses
sion laws, making it difficult to trace
numerous measures from House and
Senate journals, and the wording of
certain measures in evident attempted
concealment of appropriations, it is pos
sible that a few bills of the sessions
when Dr. Smith served are not men
tioned in this compilation. If so. it is
safe to say they bear, in the same pro
portion as those given, the stamp of ap
proval of the Umatilla County Senator.
