As corroborative evidence it is re
ported that an American recently in
Havana was talking- to General Felix
Diaz relative to a concession which he
hoped to set in Mexico. riaz advised
him not to do anything further until
he (Diaz) was in power. Intimating that
the time would not be long.
Requena learned last night that his
arrest was probable and, although to
his friends he protested his innocence.
he made plans to leave the capital and
sail on the steamer Ypiranga from Vera
Cruz on February 10.
He was arrested at his home before
he could complete arrangements.
Kequena s son visited the American
Embassy today and appealed to Charge
CVShaughnessy to use his good offices

an aged man, reputed to be wealthy.

WASHINGTON", Jan. 31. The Senate
was muck stirred today by the charge
of Senator Lane, of Oregon, that a re
port of the interstate commerce com
mittee had been "doctored" at the re
quest of Senator N'ewlands. The Vice
President ruled that Senator Lane's re
marks were a reflection on the com
mittee and the Senator's exclusion from
the floor, in a parliamentary sense,
was prevented only by his withdraw
ing the remarks.
Senator Newlands said if Mr. Lane's
charge had not been withdrawn be
would have proposed a committee on
investigation.
"Oh, I've withdrawn it," said Sena
tor Lane, and consideration of the
whole subject went over until Monday.
Senator Lane later said he would not
abandon the fight for the adoption of
his resolution, which proposes to in
vestigate whether the United States
Steel Corporation receives rebates from
railroads. He will renew his efforts
when the Senate meets next Monday,
and expects further aid from Repub
lican Progressive Senators Borah, Bris
tow, Clapp and Kenyon.
Intense Feeling: Aroused.
Opposed to him are the chairman
and members of the Interstate Com
merce Commission. If it had been
reached today the committee report re
ferring the Lane resolution to the De
partment of Justice and the Interstate
Commerce Commission probably would
have been adopted. The intense feel
ing aroused by today's debate may ex
cite sufficient Interest to change the
result next week, and may result in
the adoption of the Lane resolution in
the form introduced by him, which de
rects the Interstate Commerce Com
mission to investigate rebate charges
and call "VV. H. Green as a witness.
Just before his attack on the com
mittee, Senator Lane had defended
Iavid Lamar as a person whose "wolf
ing" was not to be compared with J. P.
Morgan & Co.'s manipulation of New
Haven affairs.
"A short time ago," he said, "one of
the greatest financiers of the country
died, who had rolled the New Haven
railroad system. Talk about 'wolfing'
wall street then think of the people
ef New England, widows and orphans,
and the trust funds robbed to the tune
of millions. The late J. P. Morgan
manipulated that affair. If the truth is
told, those affairs were as absolutely
criminal a species of theft as was ever
practiced in this country. Yet, he said
he relied on and that the object of his
life was to teach his son to 'preach the
doctrine of salvation and the wash
ing away ot sins through the blood of
the Blessed Redeemer' and then he
reached into his hip pocket, pulled out
a harp and lit away for the gates of
fylory, where I think St. Peter met him
with a baseball bat. I don't know
but he ought to."
"I don't like to have the Senate
dragged around as the tool of a black
mailer," said Senator Hoot, without
rising or addressing the chair, but
speaking to Senator Cummins.
Senator Brtstow sprang to his feet.
"The Senator from New York said
something." said he. "I don't know
whether he meant It to go intA, the
record."
Root's Words Repeated.
"Some persons seem mighty tender
when it comes to discussing the steel
trust," added Senator Brtstow, "a trust
whose stock has gone up 10 per cent
and has $500,000,000 of water."
Senator Root, rising to a question of
personal privilege, expressed his re
gret that the Senator from Kansas had
seen tit to have made a matter of pub
lic record remarks he had casually
made to Senator Cummins.
Senator Stone, interrupting at that
point, declared:
"The Senator from Kansas Is in the
habit of doing those things. Person
ally I am tired of it."
At that Juncture Senator Williams,
declaring that the Senators appeared
to be "In bad humor," demanded the
regular order.
Lane's C Large Recalled.
The situation in the Senate today
arose out of charges made by Sen
ator Lane January 25 that the United
States Steel Corporation has received
$75. 000,00-0 In rebates within the last
Bix years in violation of the law. At
that time Mr. Lane declared "It does
not make any difference if the 'wolf
of - Wall Street' happens to favor my
resolution. That has nothing to do
with the case. I think I can substan
tiate my charge. Witnesses with the
'goods' will be produced if the inquiry
ia ordered."
i At that time David Lamar in a state
ment to newspapermen said Mr. Lane
would have no difficulty in proving
the charges.
Biff Sum Involved.
If Senator Lane's charge can be
proved in court the Government can
collect from the United States Steel
Corporation more than $225,000,000 in
fines and penalties, for the law says
that if a person Is found guilty of ac
cepting rebates or offsets he shall "in
addition to any penalty provided by
this act forfeit to the United States a
sum of money three times the amount
of money so received or accepted."
Senator Lane introduced his resolu
tion three weeks ago and asked for
Immediate consideration. Senator New
lands insisted that the resolution be
referred to the interstate commerce
committee and that was dona. During
a hearing before the committee it de
veloped that Iavid Lamar, the "wolf
of Wall street," and Herman Shulteis,
attorney for the Anti-Trust League,
were behind the measure. William H.
Green, of Creighton, Neb., who was to
be the first witness under the provision
of the resolution, testified that Lamar
was advising him and refused to pro
duce evidence to sustain the deliberate
charge that the Steel Corporation bad
received $75,000,000 in rebates.
Senator Lane said he could eliminate
Lamar, Gren and Schultels, if neces
sary, and then prove his case against
the Steel Corporation.
Licenses of Investors Building & Trust
Company and State Deposit &
Mortgmfee Company Affected.
SALEM, Or., Jan. 3L (Special)-
Corporation Commissioner Watson to
day canceled the permits to do busi
ness in this state of the Investors
Building & Trust Company and the
State Deposit & Mortgage Company, of
Portland.
In letters to the officers he says an
investigation of the books of the In
vestors Building & Trust Company was
recently made by John Y. Richardson,
auditor of the department, and the re
port had caused him to decide to can
cel the permits. In his letter to the
State Deposit & Mortgage Company Mr.
Watson says:
"This action is taken as a result of
the examination of the books and rec
ords of the Investors Building & Trust
Company, and because of the inter
locking association of your company
and its close association with the In
vestors Building & Trust Company.
Any action against that company must
of necessity vitally affect your com
pany, and the cancellation of Its per
mit of necessity carries with it the
cancellation of the permit granted your
company.
Mr. Watson said he would ask Dis
trict Attorney Evans to make an in
vestigation of the books of the Inves
tors Building & Trust Company.
The commissioner today notified the
Herron-Elder Gas & Oil Company, Ltd.,
of Portland, that it could not sell stock
because it had not been granted a per
mit. He said the company had adver
tised stock for sale.

statements contained in an anonymous
letter which had been sent to the Com
missioner ana a copy or which was
shown to me. Ibelleve that I know the
source of the authorship of the letter.
but am not yet prepared to say any
thing upon that.
"The statements concerning the con
ditlon of the two companies, which
were contained in the two afternoon
papers, were practically a repetition of
tne contents of that anonymous letter,
and were in nearly every detail utterly
witnout toundatlon."

WASHINGTON, .Tan. 31. Omission of
Asiatic exclusion from the Burnett Im
migration bill precipitated lively dis
cussion in the Hoase today, the debate
extending into a night session.
"Loose morals," declared Represen
tative Curry, of California, "are uni
versal among Japanese men and un
condemned among Japanese women;
their daughters are sold without shame
into immorality and there are two
million professional immoral women in
Japan. The idea of marriage between
whites and Asiatics is revolting and
menacing with problems of a mongrel
degeneracy.
American Farmer Crowded Oat.
"The Japanese are driving the Ameri
can farmer out of business in Califor
nia."
Japan recently enacted a law,- Mr.
Curry said, permitting aliens to hold
real . estate when they come from a
ountry which permits the Japanese a
like privilege.
Representative Raker, of California,
whose bill for exclusion and certifica
tion of Japanese and other Asiatics will
be brought up later, quoted Thomas
Jefferson as having said he wished
there was a sea of Are separating the
old country and America. Represen
tative Mann, of Illinois, asked where
most of the members of the House
would be If that wish had been fulfilled.
"In the sea of fire." shouted a mem
ber.
Literacy Test Opposed.
Representative Moore, of Pennsylvania,
opposing the literacy test, asserted that
the bill would deprive a quarter of a
million people the right to admission
nto this country annually. He charged
that the literacy test was levelled at
labor rather than against crime. Rep
resentative Goldfogle, of New York, de
clared the bill was unjust to foreign-
born people, and that those now In this
country were as patriotic as any class
of men.
When general debate on the bill was
concluded the House began the detailed
consideration- of the measure. The
amendment proposed by the immigra
tion committee which would bar from
the country all persons "who advocate
the destruction of property" was
adopted without discussion.
The opponents of the measure, led by
Representative Sabath, made a fight
against the literacy test provision, and
the proposal to strikeout the literacy
test was pending when the House ad
journed until Monday.

County Clerk Coffey yesterday re
ceived a handsome elk's tooth pendant,
the gift of Heppner Lodge, No. 358,
given to him as a souvenir of his me

the usual design of the lodge, on the
back of which is engraved Mr. Coffey's

In the arrest yesterday a.t San Fran
cisco of Peggy Ray, a Portland young
woman, the details of Miss Ray's in
teresting trip to Portland came to light.
Miss Ray. is charged with larceny of
"property belonging to Maud La Fau,
who travels under other names at
times.
Miss Ray and Maud La Fau, who is
known as Modess La Fond, and. Mrs.
L. McBride, having been married once,
were in Spokane on a trip, when Miss
Ray announced her purpose of coming
to Portland. Miss La Fau lent her
her muff and the key to her flat in
the Morton Apartments, King: and
Washington streets.
Arriving- here. Miss Ray took posses
sion of the flat and proceeded to give
a party to members of a sray set, in
which several bottles are said to have
been opened. Sometime after ihldnig-ht
the g-ayety was so hilarious that the
management required the party to dis
band and Miss Ray to give up the flat,

ported disappearance from Paris of
General Mondragon. who was Diaz'
chief lieutenant at the time of his re
volt here a year ago. He was removed
from the Department of War and sent
took with her the muff, a diamond

Fan returned to Portland she discov
ered tho loss and swore out the war
rant. A matron will be sent to San
Francisco to return Miss Ray to Portland.

Mr. Hurlburt has been engaged in
engineering work for the past 14 years,
beginning his work while his father
was County Surveyor. He was on his
father's staff from 1900 to 1904. After
the change of administration, Mr.
Hurlburt became identified with the
engineering department . of what was
then the O. R. & N. In 190S he engasod
in general engineering work. During
that time he was connected with the
Government land survey corps in
Idaho.
Mr. Hurlburt, who is a native Ore
go nian, having been born in Portland
35 years ago, makes the following
statement in announcing his candidacy:
"If I am nominated and elected I
will, during my term of office, conduct
the same in an efficient and economical
manner.
"I favor competitive bids on all con
tract work and complete records of all
county roads and highways, showing
grades, alignment, cost, estimates and
quantities."
