BERLIN", Oct. 11. (Special.) A chargo of criminal libel has been pre ferred against Walter Stein thai., pub lisher of the German Monday Gazette. On the court's Interpretation of Jnuen does In an article on which the charge Is based may depend whether Germany Is confronted with another scandal .such as that connected with the name of Phillip Eulenberg. Herr Steinthal Is charged with grossly libeling Count Von Huelsen Haeseler, the general lntendant of the Emperor's royal operas and royal thea ters. The paper published on August 4. under the heading, "End of Herr Von Buelsen," a report of the resignation of the Count from the managership of the Royal Theater and criticised his regime, under which, the paper as serted, the standard of the house had lunk lower and - lower, adding that whenever a popular favorite or talented actor or singer was dismissed. Count Von Huelsen-Haeseler took refuge in the Intimation that It was done by order of the Emperor. "It became more and more the sub ject of popular knowledge," the ar ticle proceeds, "that It Is not always artistry, voice or acting that Insured Count Von Huelsen-Haeseler's favor or protection. On the contrary. It was -always on more personal grounds. "Once before It was at the time when Von Huelsen's bosom friend,, Phillip Eulenberg, sank into the dust ' it was rumored that the days of the Apollo of Lledenberger round table were numbered, but he escaped by a balr's breadth. The scandal has stretched Its arms toward Von Huelsen, but the elegant chief of muses had luck and the cup passed him by." On this article the state's attorney, presumably at the Instigation of Count Von Huelsen-Haeseler, who, It is thought, took no steps without con sulting the Emperor, has brought the ictlon. TEAL AGREES WITH BORAH Portland Man Favors Idaho Sena tor's Homestead Bill'. OREGONIAN NEWS BUREAU, Wash ington. Oct. 11. J. N. Teal, of Port lnnd, had a conference with Senator Borah today and agreed with the Sen ator that recent regulations of the Interior Department for the enforce ment of the three-year homestead bill are not practicable and must be re vised. Mr. Teal believes Congress should pass the pending Borah bill, which permits a homesteader. In lieu of cultivation, to make Improvements to the amount of $1.50 an acre a year on his lands whenever the settler has taken lands difficult to bring under cultivation. v Leaving It optional with the Secre tary of the Interior to say whether the cultivation clause may be waived In specific cases, Mr. Teal says. Cato Sells, Commissioner of Indian Affairs, re ceived today a report from the super intendent of the Osage Indians at Paw huska, OkJa that the Indians to whom the council had referred bids on lands on which oil. leases recently were sold held & mass-meeting and adopted reso lutions recommending accepting of the bids. , The report further said that the council had approved the highest bids and directed the principal chief to ex ecute leases accordingly. Hereafter a ma tron and a policeman must stand guard with a watchful eye In every public dance hall In ' Boston to see that the tango, turkey trot and other dances of a similar character are not attempted and that further regulations Just pro mulgated by Mayor Fitzgerald are not violated. The Mayor will revoke the license of any dance hall where his rules are not strictly observed. Minors under 17 years old will not be permitted unless accompanied by parent or guardian. No dancing party may continue after 2 A. M. without special permission--from the Mayor, and Saturday night dances must cease at 11:45 o'clock. PRINCE ABANDONS CLAIMS Certainty of Brunswick Preferred to Doutt About Hanover. BERLIN. Oct. 11. All the contentions regarding the accession of Prince Ernest August of Cumberland to the. throne of Brunswick have been settled by personal correspondence between Emperor William and the young Prince, according to the Mlttag Zei tung. Tiie newspaper says that the Emper or demanded and obtained from his son-in-law the declaration which 'was necessary before Prince August could accede to the throne in other words, a definite renunciation of his preten sions to the throne of Hanover.
